A. 
The Mayor and Council of the Borough of Ridgefield hereby finds and declares that certain borough buildings and facilities are occupied on a permanent or semipermanent basis by various volunteer and/or civic borough organizations. This use of said buildings and their facilities by said organizations on a permanent or semipermanent basis has on occasion engendered the erroneous thinking by such organizations that the buildings and their facilities and equipment therein are the property of the organization, rather than the Borough of Ridgefield.
B. 
There is a further finding by the Mayor and Council of the Borough of Ridgefield that certain organizations have undertaken projects to remodel, renovate, alter or construct parts of such public buildings, or the facilities therein, without the approval of the Mayor and Council and without proper supervision and control, and that such practices are not in the best interests of the borough.
A. 
No person or organization shall remodel, renovate, alter or construct any public building, or any parts thereof, nor shall such person or organization remove or replace any fixture or system unless and until said person or organization shall first obtain the written permission of the Mayor and Council of the Borough of Ridgefield.
B. 
A request for such permission shall be in writing, directed to the Mayor and Council, with a copy to the Construction Official, and shall include the following information:
(1) 
A proper and detailed description of the work to be performed.
(2) 
Assurance that the work will be performed in a lawful, proper and workman-like manner.
(3) 
Identification of the contractor and/or persons who will perform the work.
(4) 
A source of funding for the construction project.
(5) 
A plan as to how debris will be disposed of.
(6) 
Specifications of the materials and/or equipment to be installed.
(7) 
Such other and further information as the Mayor and Council may reasonably request.
The Mayor and Council shall, in its discretion, grant its approval if, after giving due consideration to the proposed work, it deems the project in the best interests of the Borough of Ridgefield. If not so satisfied, the Mayor and Council will disapprove the request.
Following approval by the Mayor and Council, no such remodeling, renovation, alteration or construction shall be performed without obtaining a construction permit and any such other and further approvals as required by the Building Department of the Borough of Ridgefield pursuant to law.
Assuming permission has been given by the Mayor and Council and permits issued by the Building Department, any such person or organization who shall undertake such remodeling, renovation, alteration or construction shall advise the Mayor and Council in writing of the start date and actual finish date of any such project or construction.
