A Department of Public Works for the Borough of Ridgefield is hereby
established, which shall consist of a Superintendent of Public Works, who
shall be appointed by the Mayor, by and with the consent of the Borough Council,
and shall hold office until the first day of January next succeeding his appointment
and until his successor is appointed and qualifies, and also such employees
as may be from time to time authorized by resolution of the Borough Council.
The position of Deputy Superintendent of Public Works is established, and
may be filled in the discretion of the Mayor and Council. The Department of
Public Works shall employ such persons in such positions as may be deemed
proper by the Mayor and Council from time to time.
The Superintendent of Public Works shall furnish a surety company bond
conditioned for the faithful performance of his duties, including the care,
custody, use and paying over of any Borough monies coming into his hands,
in accordance with the instructions of the Mayor and Council, in the sum of
$2,000, the premium for which bond shall be paid by the Borough. He shall
also, before entering upon his duties, file an oath to faithfully perform
all duties of his office to the best of his skill and ability.
The Superintendent of Public Works shall, subject to the orders of the
Borough Administrator, or the Public Works Committee of the Mayor and Council,
and the Mayor and Council, direct the subordinate employees of the Department
for the purpose of carrying on and performing the work of the Department.
He shall report each week, to the Borough Administrator, or if there be none,
to the Public Works Committee of the Mayor and Council, the number of persons
employed by the Department in connection with the work performed under the
supervision of such Committee and the amount of wages paid to such employees.
He shall employ no person unless thereunto authorized by resolution of the
Mayor and Council.
