There is hereby created a Senior Citizens Advisory Committee, the purpose
of which is to represent in an advisory capacity the citizens and governing
body of the Borough of Ridgefield with regard to liaison between said Borough
of Ridgefield and the Bergen County Housing Authority; the functions, powers
and duties of same shall be specified hereafter.
The Mayor, in his discretion, shall appoint the members of the Senior
Citizens Advisory Committee which shall consist of five (5) persons all of
whom shall be citizens and residents of the Borough of Ridgefield. As a temporary
measure, the Mayor, in his discretion, may appoint an interim Senior Citizens
Advisory Committee consisting of five (5) persons all of whom shall be citizens
and residents of the Borough of Ridgefield and who shall hold office until
December 31, 1969. Thereafter, the members of the Committee to be appointed
shall hold office for terms as follows: two (2) members for one (1) year;
two (2) members for two (2) years; and one (1) member for three (3) years,
respectively, from the date in the year in which said appointments are made
and until their successors are duly appointed and have qualified. Thereafter,
all appointments shall be for the term of three (3) years and vacancies shall
be filled for the unexpired term only, in the same manner as an original appointment.
Members of the Senior Citizens Advisory Committee and the interim Senior Citizens
Committee shall receive no compensation for their services.
The Senior Citizens Advisory Committee shall have the following powers
and duties:
A. To act as liaison with, in the form of local assistance
to, the Housing Authority of Bergen County.
B. Pursuant to federal rules and regulations and in accordance
with rules and regulations promulgated by the Bergen County Housing Authority,
to:
(1) Conduct investigations and senior citizen surveys.
(2) Establish tenant eligibility.
(3) Screen potential tenants.
(4) Establish tenant rentals and asset limitations.
(5) Establish priorities for tenancies.
C. To conduct its operations on a strictly nonpartisan basis.
The Mayor shall designate one (1) of the members to serve as Chairman
and presiding officer of the Senior Citizens Advisory Committee. The Mayor
shall also designate one (1) of the members to serve as Secretary to the Senior
Citizens Advisory Committee. Said Committee is authorized and directed to
adopt bylaws concerning its procedural operation.
The Mayor or a majority of the Council of the Borough of Ridgefield
may remove any member of the Committee for cause, on written charges served
upon a member and after a hearing thereon at which the member shall be entitled
to be heard in person or by counsel.
The Mayor and Council of the Borough of Ridgefield shall annually fix,
determine and appropriate sums sufficient for the expenses of said Senior
Citizens Advisory Committee which shall be raised by taxation in the same
manner as other taxes.
