For the purpose of this article, the terms used
herein are defined as follows:
A building containing three or more dwelling units.
The owner or owners of land containing multiple
dwellings shall be required to remove ice and snow from sidewalks,
stairways and walkways within such premises so that the means of ingress
and egress are reasonably safe for residents thereof within 24 hours
of daylight after such ice and snow shall be formed or fall thereon.
