No vault, coal bin or other room or place shall be constructed under any street or sidewalk without a permit therefor issued by the Borough Clerk. No such permit shall be issued until an application to erect such a vault, coal bin or other room or place, signed by the person making the same, and stating the number of square feet of ground which is required for the same and the intended length and width of the same, is presented to the Mayor and Council, and the Borough Clerk is authorized, by resolution of the Mayor and Council, to issue such permit and until there shall have been paid to the Borough Clerk for the use of the Borough a fee of $25.

No such vault, coal bin or other room or place shall be constructed under any permit granted as aforesaid until the plans therefor shall have been submitted to and approved by the Director.
Permits issued under this chapter shall be revocable by the Mayor and Council.
The foregoing sections of this chapter shall not apply to gasoline tanks installed in a public street or place. No gasoline tank shall be installed in or under any public street without a permit therefor, issued by the Borough Clerk.
A. 
No such permit shall be issued by the Borough Clerk until he shall be so directed by a resolution duly adopted by the Mayor and Council. All persons desiring such a permit shall make written application therefor to the Mayor and Council, specifying the exact proposed location of such tank; the size and capacity thereof; the name of the owner of the abutting property; and such other information as may be required by the Mayor and Council. The Mayor and Council may refuse to grant any such application if it deems such a refusal to be for the general welfare or public safety or convenience. No such permit shall be granted until there shall be paid a fee of $10. Such tank must be installed in a manner satisfactory to the Director of Public Works. In addition to the permit herein provided for, no such tank shall be installed until the permit therefor required by this chapter or any other ordinance shall have been obtained.

B. 
Any person, firm or corporation maintaining or operating any gasoline tank within the Borough limits shall be required to pay a fee of $10 annually for a permit to operate the same.
