The provisions of this Part
11 shall apply to all major stores and shopping centers having a private parking lot within the boundaries of the municipality.
As used in this Part
11, the following terms shall have the meanings indicated:
PARKING LOT
Any area in which customers of the store and/or shopping
center are invited to park.
A no-parking area shall be established around
the perimeter of all buildings within said parking lot from the base
of each outside wall to a minimum of eight feet into paved area. Said
no-parking area shall form an eight-foot-wide lane completely surrounding
all buildings.
All vehicular parking shall be banned on all
parts of said parking lots except for those areas specifically designated
as a parking area. Said parking areas shall be designated by angled
yellow lines denoting parking stalls.
No vehicles shall move within the parking area
and entrance lanes except in traffic lanes and in directions designated
by yellow lane markers and direction arrows.
All owners, tenants and/or others in control
of said parking lot shall be responsible for the painting, signing
and maintenance of the traffic regulation devices and systems within
said parking lots under the direction of the Traffic Division of the
Ridgefield Police Department.
The owners, tenants and/or persons in control of said parking lot shall prepare and submit to the Traffic Division of the Ridgefield Police Department a site plan indicating the layout of all traffic lanes, no-parking areas and parking areas. Upon approval of said site plan by the Traffic Division of the Ridgefield Police Department, said traffic system shall become effective under this Part
11.

A violation of any of the provisions of this Part
11, except the filing of a parking site plan with the Traffic Division of the Ridgefield Police Department, shall be punishable by a fine not to exceed $250. A violation of §
390-231 of this Part
11 shall be subject to a penalty consisting of a fine or imprisonment, or both, subject to the discretion of the Judge, the maximum of which shall be the maximum fine or term of imprisonment permitted to be imposed by the court having jurisdiction over the violation Part
11 of this chapter of the Code of the Borough of Ridgefield; provided, however, that the fine shall not be less than $100 nor more than $2,000 per offense and the prison term shall not exceed 90 days in accordance with N.J.S.A. 40:49-5.
