License fees by and for the Borough of Ridgefield
be and hereby are established as follows:
A. Restaurants and establishments where food or beverages
are prepared for service on the premises and seating is provided,
including coffee shop, cafeteria, short-order cafe, diner, luncheonette,
grill, tea room, sandwich shop, soda fountain, tavern, bar, cocktail
lounge, nightclub and industrial feeding establishment:

B. Food establishments where food or beverages are prepared,
handled, served or provided for consumption off the premises in either
packaged or nonpackaged form (no seating provided), including bakeries,
meat markets, delicatessen, grocery stores, fish markets, fruit and
vegetable market, snack bars, retail establishments and candy counters:

C. Mobile food establishments: mobile food catering trucks,
ice cream trucks, vehicles delivering box lunches, coffees, etc.:
annual fee of $350 and $250 for an additional vehicle of conveyance.
D. Milk, dairy and deliveries: $150 for each vehicle
of conveyance and $150 for operator's license.
E. Vending machines:
(1) Operator's license: $175.
F. Dry-cleaning and laundry machines: coin-operated dry-cleaning
machines and coin-operated washing machines and drying machines: $200
for each establishment and $12 for each machine.
G. Supermarkets and food warehouses:
(1) Maximum selling area 5,000 square feet: $550.
(2) Each additional 2,500 square feet: $200.
H. The following other annual fees, permits and licenses
are hereby established for payment by the permittee or licensee:
(1) Plan review (all establishments including swimming
pools): $200.
(2) Pet shops, kennels, shelters, pounds, animal hospital:
$200.
(3) Public swimming pool (Municipal swimming pools are
fee exempt.): $350.
(4) Septic tank construction: $300.
(5) Cleaning septic tank: $175.
(6) Portable or chemical toilet: $100.
(8) Nursery school or day nursery: $175.
(10) Barber shops, hair salons, beauty parlors, beauty
salons, nail salons and tanning salons: $150.
(11) Retail
tobacco establishments: $325.
(12) Late fees.
(a)
On or after February 1: 50% surcharge (all establishments).
(b)
After March 1: 75% surcharge.
(c)
After April 1: 100% surcharge.
(13) Reinspection fee.
(a)
Whenever, upon inspection, any licensed facility or entity under Chapter
440 of the Code of the Borough of Ridgefield or listed in the Sanitary Code of the Ridgefield Board of Health or any licensee, facility or establishment defined in N.J.A.C. 8:24 (retail food establishments) is issued an unsatisfactory or a conditional satisfactory rating by the local health authority which requires reinspection, a reinspection fee of $150 shall be paid directly to the Board of Health.
(b)
Said fee shall be paid by the owner, owners,
managers, management agency or operator of any aforementioned licensee,
facility or entity listed above to the Board of Health within seven
business days of notice of an unsatisfactory or conditional satisfactory
rating.
(c)
The Health Officer or his designee shall deposit
said fee into a bank account maintained for the collection of said
fees.
(d)
The Health Officer, at his discretion, shall
have the authority to suspend or revoke the imposition of said fee
for good cause.
(e)
Any and all other applicable provisions and
regulations inclusive of penalties shall also apply.
All religious, charitable, educational or other
nonprofit organizations are fee exempt, provided that the following
stipulations are met:
A. Shall give the Board of Health a one-week notice of
any event sponsored by the organization at which food will be served.
B. All private vendors selling or contributing food to
the event must be licensed by either the Board of Health of the Borough
of Ridgefield or the municipality in which the private vendor has
its principal place of business.
C. If the private vendor does not have a license, the
Board of Health will issue the license, provided that the vendor meets
all the requirements of the Sanitary Code. The fee for issuance of
the license shall be $125 per event. Proof of an existing license
and food handler's certification must be submitted with the one-week
notice.
Fees for food handler's permits are as follows:
A. Temporary, up to and including three days for carnivals,
fairs, etc.: $125.
B. More than three days and up to and including a maximum
of 10 days for carnivals, fairs, etc.: $150.
All the fees required to be paid, or paid under the terms hereof, with the exception of §
425-2C, are intended to be annual fees, but when paid shall cover only the balance of the calendar year during which the same are so paid or payable, unless otherwise herein provided.
Any person or persons, corporation, partnership
or anyone who violates any section or part of this chapter, upon conviction,
shall be fined:
A. For each offense: a penalty of $500.
B. For a second offense: a penalty of $600.
C. For a third and every subsequent offense: a penalty
of $1,000.
All license fees as set forth in this chapter
shall be renewed annually and shall expire on December 31 of the year
issued. The new fee schedule contained in this chapter shall take
effect immediately upon passage and publication by law.
