This code shall be known and shall be cited as the "Personnel Practices Code of the Department of Health of the Borough of Ridgefield."
A. 
The terms below shall take on the meanings as provided herein unless otherwise specified:
BOARD
The Board of Health of the Borough of Ridgefield.
CODE
This Personnel Practices Code of the Department of Health of the Borough of Ridgefield.
DEPARTMENT
The Department of Health of the Borough of Ridgefield.
FULL-TIME EMPLOYEES
Those regular employees of the Department whose average workweek consists of at least 35 hours per week.
HEALTH OFFICER
The chief administrative officer of the Board of Health.
PRESIDENT
The President of the Board.
PROFESSIONAL REGISTERED LICENSED PART-TIME EMPLOYEES
Those employees who are summer seasonal, hourly and per diem workers whose average workweek consists of fewer than 35 hours per workweek.
B. 
Whenever "he" or "she" is used herein, it shall be understood to mean the other, whenever appropriate.
A. 
The Health Officer/Administrator is the chief officer of the Department and is responsible to the Board for the enforcement of this chapter and all matters concerning personnel.
B. 
All matters concerning personnel which are not specifically covered by the provisions of this chapter shall be subject to the discretion of the Health Officer/Administrator and subject to the Board.
C. 
The Health Officer/Administrator may, from time to time, promulgate rules and regulations to effectuate the general policy of this chapter and any provisions contained herein.
D. 
Said rules and regulations shall be included in the agenda for the next regularly scheduled Board meeting and shall take effect immediately thereafter unless modified or approved by the Board.
Department of Health employees are recruited, hired, evaluated, supervised and terminated by the Health Officer/Administrator, subject to the Board and under mandate from the autonomous Board of Health.
No person employed by or seeking employment with the Department of Health will be discriminated against because of race, color, sex, sexual orientation, religion, national origin or political affiliation. Handicapped persons who, with reasonable accommodation, can perform the essential functions of their job shall receive consideration with other applicants or employees.
