No person shall own, lease, occupy or use a
building, either in whole or in part, as a factory, workshop, mill
or manufacturing establishment of any kind unless said building and
its appurtenances shall completely conform to the following requirements:
A. Not less than two hundred fifty (250) cubic feet of
air space shall be provided for each employee, operative or person
at work between the hours of 6:00 a.m. and 6:00 p.m., and not less
than four hundred (400) cubic feet of air space for each employee,
operative or person at work between the hours of 6:00 a.m. and 6:00
p.m.
B. Proper and sufficient means of ventilation shall be
provided in each workroom, and such ventilation shall be at all times
maintained. If excessive heat is created, or if steam, gases, vapor
or dust or other impurities that may be injurious to health are generated,
in the course of the manufacturing process carried on therein, the
room or rooms shall be ventilated in such a manner as to render them
harmless to health, and if such ventilation is not provided and maintained,
in addition to the other remedies provided in this code, the Board
of Health, through its officers and agents, shall have power to cause
the building in which the violation exists to be closed and to cease
to be used for such manufacturing purposes. In the event that a process
is carried on in a building used as a factory, workshop, mill, sweatshop
or manufacturing establishment by which any dust, gas vapor or other
impurity is created, by reason of which, in the judgment of the Board
of Health, the health of the employees or others working therein is
impaired, the Board may order the owner, agent or lessee to install
a proper ventilating system or to provide a fan or other mechanical
means to prevent the inhalation of the impurities.
C. In the discretion of the Board, all windows and doors
are to be screened with a screen mesh of not over one-sixteenth (1/16)
of an inch, and such screens shall be full-length screens and shall
cover the openings of all windows and doors from May 1 to October
31.
D. Sufficient, convenient and separate water closets
shall be provided for each sex as determined by the Borough Construction
officer. The closets shall be easily accessible, shall be provided
with sanitary seats, and those provided for the use of the female
sex shall have separate approaches. The approaches and the closets
themselves shall at all times be kept clean and sanitary, and the
walls and woodwork shall be limewashed or painted at least once in
every twelve (12) months, and the Board of Health, through its Sanitary
Inspector, may order the walls and woodwork about the closets and
approaches to be limewashed or painted at such times as in their judgment
may be necessary.
E. The walls and ceilings of the rooms wherein the employees
or other workers operate shall at all times be kept in a clean and
sanitary condition, and whenever in the judgment of the Board of Health,
it may be necessary for the walls and ceiling of such rooms to be
limewashed or painted, they, through their Health Officer, may so
order.
F. Suitable, convenient, sufficient and sanitary washrooms
with running water shall be provided, and also individual towels and
soap for the employees, in order to prevent the spread of infectious
diseases, and, in lieu of individual towels, the owner or lessee may
supply paper towels, to be destroyed after individual use.
G. Individual drinking cups or bubbling fountains shall
be provided for the employees.
Whenever there shall be a violation of any of
the requirements or provisions of this code, the Health Officer of
the Board of Health shall give to the owner, lessee or occupant thereof
a notice, in writing, requiring the correction of the violation within
a definite prescribed time, and if the same is not remedied within
the time required, the Health Officer of the Board of Health shall
have power to require all persons therein to vacate such building
or part thereof because of the violation, within ten (10) days after
the service of the notice to vacate, or in such shorter time as in
said notice may be specified.
Any abstract of this code shall be prepared
and furnished upon request by the Board of Health to every corporation,
firm or person in the Borough of Ridgefield who or which is affected
thereby, and every manufacturer to which a copy of this abstract is
sent or delivered shall post such abstract of this code and keep it
posted, in plain view in such place, so that it can be easily read
by any person or persons coming in or going out from said factory,
workshop or mill.
