A. The Commissioner shall have such powers as shall be
necessary for the proper administration of the Department consistent
with applicable provisions of law.
B. Until such time as the same may be either amended
or modified, the Department shall be divided into the following divisions:
(2) The Division of the Historian.
(3) The Division of Senior Citizens.
(4) The Division of Youth Services.
(5) The Division of Special Commissions.
(6) The Division of Human Resources.

A. The powers and duties of such divisions therein shall
be under the administration, direction and control of the Commissioner
of the Department of Community Services, and each of said divisions
shall be supervised by a division head who shall be designated as
Manager.
B. The Commissioner may, with the approval of the Town
Board, establish, consolidate or abolish any divisions now existing
or hereafter created in said Department and establish, consolidate
or abolish any bureau now existing or hereafter created in any such
division.
C. The powers and duties of the divisions shall be as
follows:

(1) The Division of Drugs. It shall plan and develop programs
designed to bring together solitary efforts at narcotics and drug
control between school districts, local community service organizations
and youth councils.
(2) The Division of the Historian. It shall perform historical
research for museum projects to ascertain authenticity and usefulness
of accessions; prepare research reports for governmental and public
use; exhibit purposes and publications; perform research in connections
with the restoration and maintenance of historical sites; assemble,
organize and evaluate data on the basis of authenticity and relative
significance; answer historical inquiries from the public and from
governmental agencies; supervise the operations of the museum reference
library and archives; and act as advisor to the Town government on
historical matters and artifacts of concern to the Town of North Hempstead.
(3) The Division of Senior Citizens. It shall assist in
the planning and administration of departmental policy; be responsible
for individual and group-oriented services and programs for the aging;
recruit and organize volunteers; train and supervise subordinate staff
members; and advise interested civic groups of federal, state and
local programs and aid available to meet the needs of the aging.
(4) The Division of Youth Services. It shall consult with
community agencies and youth groups providing services to the local
youth; provide assistance in developing understanding and increased
relationships for youth involvement in community affairs, projects
and services; and provide guidance, counseling or other technical
services for all youth problems.
(5) The Division of Special Commissions. It shall consist
of such special divisions as might be created from time to time for
the uses and purposes compatible with the general nature and functions
of this Department.
(6) The Division of Human Resources. It shall research,
develop, promote and assist other divisions of the Department in developing
and coordinating programs to meet the human resource needs of North
Hempstead residents. This Division shall lend assistance in the development
of programs for senior citizens and the handicapped, shall address
the concerns of single-parent families and shall study the areas of
housing, day care and transportation and other areas under the direct
supervision of the Commissioner of Community Services.
D. The Commissioner, acting by and through any of said
existing or hereafter-named divisions, shall be empowered to perform
such other duties and functions that are prescribed to be performed
by him in any law, ordinance or resolution of the Town Board or lawful
directive of the Supervisor. However, the Commissioner may delegate
any of his powers to or direct any of his duties to be performed by
a Deputy Commissioner or head of a division.
All costs and expenses incurred by the Department
or its officers or employees on behalf of a special improvement district
or special Town project shall be charged against such district or
project and paid from the funds duly appropriated for the purpose
of such district or project.
Nothing herein contained shall be construed to delegate or transfer any power of the Town Supervisor contained in §§
29, 52 and 125 of the Town Law of the State of New York or any other powers which may be lawfully exercised by said Supervisor.
The Commissioner may establish, subject to Town
Board approval, a schedule of fees to be collected by him for services
rendered in connection with the work of his Department and for which
he deems it necessary to charge and to collect a fee therefor.
If any section, provision or part thereof in
this local law shall be adjudged invalid or unconstitutional by a
court of competent jurisdiction, then such adjudication shall not
affect the validity of the local law as a whole, or any section, provision
or part thereof not so adjudged invalid or unconstitutional.
This local law shall be effective immediately
upon filing with the Secretary of State.
