A. 
It is the legislative intent of this Town Board to provide clear and concise rules governing the terms and conditions of all employees who are not represented, included or covered by the provisions of a collective bargaining agreement with the Civil Service Employees Association.
B. 
The Town Board is hereby authorized to adopt, by resolution, an employment manual or manuals governing the terms and conditions of all employees who are not represented, included or covered by the provisions of a collective bargaining agreement with the Civil Service Employees Association, and may from time to time amend, supplement, change or modify such employment manual or manuals as needed.
C. 
Any matters relating to leave and benefits not expressly covered in an employment manual or manuals adopted pursuant to this article shall be governed by the provisions of the collective bargaining agreement with the Civil Service Employees Association then in effect.
If any clause, sentence, paragraph, subdivision, section or other part of this local law shall for any reason be adjudged by any court of competent jurisdiction to be unconstitutional or otherwise invalid, such judgment shall not affect, impair or invalidate the remainder of this local law, and it shall be construed to have been the legislative intent to enact this local law without such unconstitutional or invalid part therein.
