The provisions of this article shall apply in a Parking District.
The property included in a Parking District shall be used for any purpose set forth in this article and for no other:
A. 
Open-air, ground-level parking of automobiles or other vehicles. In no case shall the storage, servicing or dismantling of automobiles or other vehicles be permitted.

B. 
A railroad station solely for the purpose of selling railroad tickets, waiting room and comfort stations. Such station may include a newsstand, but no stores shall be permitted. A shelter consisting of a three-sided structure with a roof may be constructed.
C. 
Parking districts shall adjoin business and industrial districts and shall be used for accessory parking in connection with permitted uses and buildings in the adjoining district.
D. 
Parking areas shall be surfaced in accordance with specifications not less than those of the Town of North Hempstead requiring 4 1/2 inches broken stone (after compaction) and 1 1/2 inches premixed bituminous material (after compaction). Reinforced four-inch-deep concrete waffle-type pavers with grass or crushed stone filler in the voids may be installed in off-street parking areas in lieu of the above. The base for pavers shall be two inches compacted sand over either undisturbed earth or fill compacted to 95% maximum dry density. No part of the parking area shall be used for the storage or abandonment of any article. Access driveways shall be marked with arrows indicating the proper flow of traffic and lines of individual parking spaces shall be shown. Parking areas shall be illuminated at night during the business hours of the stores or buildings which they serve, which illumination shall be extinguished within 1/2 hour after the close of business.
