This article is adopted pursuant to N.J.S.A.
39:4-197 and 39:4-197.5 and further in accordance with the other provisions
of law as provided herein.
As used in this article, the following terms
shall have the meanings indicated:
Any person who has sustained an amputation of either or both
legs, or of parts of either or both legs, or of either or both arms,
or parts of either or both arms, or who has been otherwise disabled
in any manner where walking has been rendered difficult and burdensome.
Such geographical area or parking place which has been specifically
designated for the parking of vehicles owned or operated by individuals
hereinabove defined as "disabled persons."
Such identification issued by the Director of the Division
of Motor Vehicles of the State of New Jersey in accordance with N.J.S.A.
39:4-206, which shall be affixed to the vehicle indicating that a
special vehicle identification card has been issued for the motor
vehicle designated therein.
The identification card issued by the Director of the Division
of Motor Vehicles in accordance with N.J.S.A. 39:4-205, which, among
other things, identifies the disabled person and the vehicle owned
and operated by him, stating that he is a disabled person validly
qualified to receive such card.
There is hereby established in the Borough of
Dumont restricted parking spaces in front of appropriate residences,
in front of all schools and other public buildings and in shopping
and business districts for use by persons who have been issued the
special vehicle identification card and who otherwise comply with
the provisions of this chapter.
Stall sizes shall be 12 feet wide by 20 feet
long.
The number of parking spaces should be 1% of
the total number of spaces provided for on said property, but not
fewer than one.
This article shall apply only to the existing
parking areas that contain 10 or more parking spaces.
Upon the posting of the notice hereinafter described,
no person shall stand, park or cause to be parked any vehicle which
does not have a special vehicle identification certificate, license
insignia or marker posted thereon as hereinabove defined in any area
of parking place which has been specifically designated as a parking
area or parking place for the vehicles of disabled persons.
Such notice shall consist of a sign upon which
there shall be written the words "parking for disabled persons only."
Such notice may be accompanied with a statement that vehicles without
special vehicle identification constitute a violation of this article
and are subject to the penalties herein.
Special vehicle identification certificates
shall be posted on the lower-right-hand corner of the windshield of
the motor vehicle for which it is issued, or a metal insignia or marker,
or both, of such design as has been determined by the Director of
Motor Vehicles shall be attached to the license plate or plates of
the motor vehicle for which such identification card and certificate
has been issued.
Notice in the form of the above-described sign
shall be posted at the parking area or parking place so designated
for the parking of vehicles of disabled persons by the owner or occupant,
lessee or licensee, and upon posting, the provisions of this chapter
shall apply thereto.

Two handicapped parking reserved spots be and hereby
are authorized, pursuant to N.J.S.A. 39:4-8.1, at or near Grant Street,
within the Borough, one space to be an angled space to the sidewalk;
and one space to be parallel to the sidewalk.
B.Â
One parallel handicapped reserved spot shall be and is hereby authorized
pursuant to N.J.S.A. 39:8-1 at or near 52 Grant Avenue.

The damaging or defacing of such signs is hereby
prohibited.

Any person who violates this chapter by parking
a vehicle in a handicapped parking space without a handicapped person
identification card shall be subject to a maximum fine of $250 for
each such violation.
