The Borough Manager is hereby directed and authorized to ascertain, determine and declare a snow emergency whenever there is such an accumulation or impending accumulation of snow as will constitute a hazard for vehicular traffic upon streets within the Borough of Hanover.

The Borough Manager shall cause to be announced, whenever possible, such snow emergency periods by the local radio station, if possible, several hours in advance of the effective starting time of the emergency and, if time permits, to also have the emergency published in a local newspaper. Annually, the Borough Manager shall also publish a reminder of snow emergency regulations to remind the public of snow-related regulations.
During the periods that such snow emergency is declared, it shall be unlawful:
A. 
To operate any vehicle upon streets in the Borough of Hanover unless said vehicles are equipped with snow tires or chains.
B. 
To park on the following state highways:
(1) 
Broadway from Locust Street to the Hanover Borough line.
(2) 
Carlisle Street from Park Avenue to the Hanover Borough line.
(3) 
Frederick Street from Centennial Avenue to the Hanover Borough line.
(4) 
Baltimore Street from Middle Street to the Hanover Borough line.
(5) 
York Street from Middle Street to the Hanover Borough line.
(6) 
Elm Avenue from Carlisle Street to the Hanover Borough line.
(7) 
High Street from Frederick Street to Third Street.
(8) 
Third Street from High Street to the Hanover Borough line.
C. 
To park at the following parking meter districts during the hours of the snow emergency:

(1) 
East and west sides of Carlisle Street from Center Square to the Borough line.
(2) 
East and west sides of York Street from Center Square to the Borough line.
(3) 
East and west sides of Baltimore Street from Center Square to the Borough line.
(4) 
North and south sides of Broadway from Center Square to the Borough line.
(5) 
North and south sides of Frederick Street from Center Square to the Borough line.
(6) 
All the quadrants of the Center Square.
(7) 
North and south sides of Eisenhower Drive from Carlisle Street to Broadway.
(8) 
North and south sides of Moulstown Road from Broadway to the Borough line.
(9) 
East and west sides of Ruth Avenue from Walnut Street to Hanover Street.
(10) 
East and west sides of Locust Street from Middle Street to Pleasant Street.
(11) 
North and south sides of East and West Chestnut Streets from Broadway to Forney Avenue.
(12) 
East and west sides of Forney Avenue from West Chestnut Street to Frederick Street.
(13) 
North and south sides of High Street from Frederick to Third Street.
(14) 
North and south sides of Third Street, High Street to the Borough line.
D. 
To park on the side of such other Borough streets when snow emergency signs have been posted thereon designating the same to be snow emergency routes and specifying that parking is prohibited on the side so posted.
It shall be unlawful to use any snowplow or similar equipment upon any street in the Borough of Hanover, except such snowplows authorized by the State Department of Transportation or such snowplows under the authorization of and supervision of the Borough Manager or his authorized representative.
It shall be unlawful to remove snow from private property and place the same on streets and/or sidewalks.
A. 
Any person violating this chapter will be subject to a fine and/or imprisonment as provided for by Chapter 1, Article I, General Penalty, as amended.
B. 
Vehicles violating this chapter may also be towed to a safe, secure impoundment and the charges of towing and impoundment collected in addition to fines under Chapter 1, Article I, General Penalty.
