The creation of the Haddonfield Human Relations Commission is an affirmation of the deep underlying belief of the people of Haddonfield that this Borough has developed into a cohesive and outstanding community through the efforts of volunteers and groups engaged together without discrimination on account of superficial personal differences, in the consistent human struggle to improve the quality of life. It is only through the welding together of different talents and qualities that a more perfect community can be realized for it is the uniqueness of each that contributes to the beauty and harmony of the communal panorama. This Human Relations Commission is charged to maintain and preserve these principles of individualism in the Borough continuing evolution to the end that each member shall enjoy the highest quality of living. Its ultimate goal is the integration of all unique human abilities and differences into a unified community. It shall promote good will, cooperation and equal opportunity in social, employment, recreational, and community endeavors; foster participation, cooperation and conciliation among all; and resolve to eliminate bias, intolerance, indifference and discrimination.

There is hereby created the Haddonfield Human Relations Commission of the Borough of Haddonfield consisting of seven regular members and two alternate members, who are residents of the Borough, appointed by the Borough Commissioners. A member of the Borough Commissioners appointed annually by the Borough Commissioners shall be an ex officio member of the Human Relations Commission with no vote thereon.
The Human Relations Commission shall act in an advisory capacity to the Borough Commissioners. The Human Relations Commission shall:
A. 
Study and/or investigate any matter or incident submitted to the Human Relations Commission by the Borough Commissioners concerning indifference, bias, intolerance, and/or discrimination, and report back to the Borough Commissioners as the Borough Commissioners so direct.
B. 
When the Borough Commissioners specifically request, the Human Relations Commission shall advise the Borough Commissioners as to ways and means to promote and encourage understanding, good will, cooperation, equal opportunity, conciliation, volunteerism, best use of human resources in the community at large, and ways and means to end bias, intolerance, indifference, discrimination, and waste of human talents, in the community at large, concerning any matter or incident referred to the Human Relations Commission by the Borough Commissioners.
Members shall be appointed to a term of one year.
The Borough Commissioners shall designate one of its members to serve as its Chairperson and Presiding Officer and may designate such other officers as it may deem necessary.
Members shall serve without compensation.
A majority of the whole number of regular members shall constitute a quorum.
