Prior to commencement of any construction project in the Borough of Haddonfield (hereafter Haddonfield) on private property, if determined to be required by the Construction Official, the private property owner and the contractor shall be responsible to cause a video or digital photographs to be taken of public roads, sidewalks, curbs, stormwater facilities, wastewater facilities, Haddonfield trees, and any other public property contiguous with or in the immediate vicinity of the private property in question, wherein such public property could be subject to damage. The video or digital photographs shall be submitted to the Construction Official before commencement of construction, electronically in a format and manner approved by the Construction Official. Construction permitting shall not be issued absent the electronic submission in question to the Construction Official.
The video and digital photographs shall be available for review by anyone at any time, to determine if damage occurred to public property or other owner's property during the construction project in question.
The Construction Official may waive the need to take a video or digital photographs of a construction project in the event the Construction Official determines that due to the size, location, type, cost, etc. of the construction project, the Construction Official reasonably determined that public property probably would not be subject to damage.
A private property owner and project contractor who caused damage to public or private property shall be responsible to repair, replace and/or monetarily compensate the property owner of the damaged property.
The property owner or project contractor shall pay Haddonfield $250 as a video or photographs review fee to compensate Haddonfield for the cost of reviewing the video and/or digital photographs.
