It is hereby created a Recreation Commission in the Borough of Haddonfield. County of Camden, State of New Jersey.
The Recreation Commission is created as an advisory committee to provide input and guidance to the Board of Commissioners on the preservation, care, maintenance, construct, maintain, improve and operation of lands used as public parks, playgrounds, tennis facilities and recreation fields. The Recreation Commission will develop immediate and long-range plans to meet the passive and active recreation-related needs of the Borough.
The Recreation Commission shall be composed of the following:
A. 
The Borough of Haddonfield's Recreation Director shall function as an ex-officio member of the Recreation Commission. The Recreation Director shall be a nonvoting member, who shall have the right to participate in discussions regarding all matters that come before the Recreation Commission. The Recreation Director's term shall continue so long as he/she is the Recreation Director.
B. 
The Borough Commissioner liaison shall serve as an ex-officio, nonvoting member of the Recreation Commission.
C. 
The Recreation Commission shall consist of seven members and two alternate members, appointed by the Board of Commissioners, all of whom shall be residents of the Borough of Haddonfield. All members, including alternates, shall serve without compensation. The Commissioners shall designate one of the members to serve as Chairperson and presiding officer of the Commission.
D. 
Alternate members shall be designated at the time of appointment as "Alternate No. 1" and "Alternate No. 2." Alternate members may participate in the discussion of the proceedings but may not vote except in the absence or disqualification of a regular member.
E. 
The Commission members first appointed shall be appointed as follows: two members for a term of one year, two members for a term of two years and three members for a term of three years. Successor Commission members shall thereafter be appointed for a term of three years and shall remain in office until the appointment of the successors. The alternate members first appointed shall be for a term of two years for Alternate No. 1 and one year for Alternate No. 2, so that the term of not more than one alternate member shall expire in any one year. Thereafter all appointments for alternate members shall b for two years.
A. 
The Recreation Commission shall provide advice and guidance to the Commissioner liaison on the coordination and scheduling of public parks, playgrounds, tennis facilities and recreation. The scheduled dates and times shall not conflict with Borough of Haddonfield ordinances, rules and/or regulations.
B. 
The Recreation Commission shall advise and consult with the their Commissioner liaison regarding public parks, playgrounds, tennis facility and recreational fields and facility usage, maintenance, replacement, location and improvements, and shall provide recommendations to the Board of Commissioners.
C. 
The Recreation Commission shall advise and consult with their Commissioner liaison on the annual budget and associated fees.
D. 
The Recreation Commission shall have the authority to adopt bylaws and any procedures it deems necessary.
E. 
The Commissioner liaison shall have the right and authority to overrule any decisions or actions of the Recreation Commission by vetoing the minutes or a portion of the minutes of the Recreation Commission.
A. 
The Recreation Commission shall hold at least four meetings per year, scheduled at the discretion of the Recreation Director and the Commissioner liaison or as required by the bylaws.
B. 
A quorum of the voting members of the Recreation Commission is required to conduct a vote at the Recreation Commission meetings. A quorum consists of a majority of the voting members.
C. 
Any matter that comes before the Recreation Commission at a meeting may be adopted by a favorable vote of a majority of the voting members at the meeting, whenever a quorum is present.
D. 
The Recreation Commission shall prepare an agenda before each scheduled meeting. Meeting minutes shall be prepared during each meeting indicating members in attendance, topics of discussion, and any actions or votes taken during the meeting. Minutes shall be submitted to the Borough Clerk in a timely manner. All meetings shall be conducted in compliance with the Open Public Meetings Act.
