As used in this article, the following definitions shall apply:
CORRUGATED BOXES
Heavy cardboard used to contain material for storage or shipment.
GLASS
All products made from silica or sand, soda ash and limestone, the product being transparent or translucent and being used for packaging or bottling of various matter and all other material commonly known as "glass," excluding, however, blue and flat glass commonly know as "window glass."
LEAVES
Applies to the organic waste product of trees and bushes as defined by P.L. 1987, c.102 (N.J.S.A. 13:1E-99.11 et seq.).
RECYCLABLE MATERIAL
Used papers, corrugated boxes, glass, used cans, and leaves as defined by this article.
SOLID WASTE
Includes all garbage and rubbish normally collected by the Borough of Haddonfield or its authorized agents.
USED CANS
Includes all disposable metal food and beverage containers fabricated primarily of aluminum, steel, tin and bimetal and commonly used for soda, beer, or other beverages and for vegetables, fruits and other condiments and usually having a capacity of up to 64 ounces.
USED PAPER
Includes paper of the type commonly referred to as newsprint which is used for newspapers, distributed at stated intervals, usually daily or weekly, having printed thereon news and opinions and containing advertisements and other matters of public interest, plus kraft brown paper, magazines, telephone books, catalogues, advertising supplements, hardbound and paperback books, office and school paper, envelopes, computer paper, and all other paper not contaminated with plastic, wax, food, or other organic material.
A. 
On and after the effective date of this article and under regulations issued by the Commissioner of Public Works in accordance with the terms of this article, there is hereby established for the Borough of Haddonfield a program for the mandatory separation of recyclable materials from all residential, commercial, and institutional solid waste generated within the boundaries of the Borough.

The Borough will provide appropriate recycling buckets, for a fee of $10 each.

B. 
All persons, occupants, or owners of any building who utilize the Borough of Haddonfield or its authorized agent for the collection of solid waste shall separate recyclable materials from all other solid waste products in such premises and shall place such recyclable materials in separate bundles or containers and in the appropriate location in accordance with this article. The Borough of Haddonfield is not required to collect solid waste from any occupant or owner who includes recyclable material with their solid waste or does not place and contain the separated items for collection in accordance with this article or authorized regulation.
C. 
All persons, occupants, or owners of any building utilizing collection services other than the Borough of Haddonfield or its authorized agent for the collection of solid waste shall also provide for source separation of recyclable materials in the same method as described in this article.
D. 
Commercial or institutional solid waste generators may be exempted from the source-separation requirements of this article if satisfactory proof of an acceptable alternate plan for recycling of recyclable materials is submitted to and approved by the Commissioner of Public Works. To be eligible for an exemption pursuant to this subsection, such commercial or institutional solid waste generators annually shall provide written documentation to the Borough of the total number of tons recycled.

A. 
The occupant or owner of any building within the Borough of Haddonfield who shall place for disposal, removal or collection of the following named items shall do so in strict conformity with rules set by the Director of Public Works and the following minimum regulations:
(1) 
Used paper shall be bundled separately or secured in bundles or paper bags not to exceed 50 pounds and shall not be contained in plastic bags.
(2) 
Used glass and cans shall be contained in a reusable plastic container approved for use by the Borough, and glass shall not be broken.
(3) 
Corrugated boxes shall be flattened and tied together securely in bundles not to exceed 50 pounds.
(4) 
The above materials for collection may not be placed at the curb for collection prior to time set by separate ordinance for solid waste collection on the day preceding scheduled collection.[1]

(5) 
Leaves shall only be picked up in a manner determined by the Director of Public Works, which, during a period between October 1 and December 31, may be from piles of loose leaves from the curbline or other method that insures the leaves are recycled. At other times of the year, leaves must be placed in plastic or biodegradable bags clearly identifiable as leaves. Leaves put out for collection should be placed at the curb consistent with the Borough's published collection schedule.
B. 
The Commissioner of Public Works is authorized to issue additional reasonable regulations as needed to most safely and efficiently effect the removal and collection of recyclable materials.
From time of placement at the curb by anyone of recyclable materials for collection by the Borough of Haddonfield in accordance with the terms hereof, items shall be and become the property of the Borough of Haddonfield or its authorized agent. It shall be a violation of this article for any person not authorized by the Borough of Haddonfield to collect or pick up or cause to be collected or picked up any such items including recycling buckets. Any and each such collection in violation hereof from one or more residences shall constitute a separate distinct offense punishable as hereinafter provided.
Violation or failure to comply with any provisions of this article or any regulation promulgated pursuant thereto shall be punishable as provided in Chapter 1, General Provisions, § 1-14.
