As used in this chapter, the following terms shall have the meanings indicated:
AUTHORITY
The Bergen County Sewer Authority that maintains the district sewer system into which the Borough sewer system shall connect.
BOARD OF HEALTH
The Board of Health of the Borough, or any officer, employee or agent designated by the Board of Health to act in the matter on behalf of the Board.[1]
BUILDING CONNECTION
That part of the sewer system that begins five (5) feet outside the inner face of the building wall and that receives sewage from the building drain and conveys it to the building sewer lateral.
BUILDING DRAIN
The lowest horizontal piping of a drainage system within a building which receives sewage and conveys it to the building connection.
BUILDING SEWER LATERAL
That part of the public sewer that runs from the sewer main to the curb or property line and includes all necessary fittings, all as shown on connection or wye plans.
GARBAGE
Solid wastes from the preparation, cooking and dispensing of food and from the handling, storage or sale of produce.[2]
INDUSTRIAL WASTE
The liquid waste from industrial processes as distinct from domestic sewage.
NATURAL OUTLET
Any outlet into a stream, water course, pond, ditch, lake or other body of storm, surface or ground water.[3]
PLUMBING
The practice of installing, maintaining, extending, repairing and altering plumbing systems. It also means the plumbing system as defined in this article.
PLUMBING INSPECTOR
That person described in the provisions of the Uniform Construction Code [N.J.S.A. 52:27D-119 et seq.]. All duties heretofore performed by the Plumbing Inspector under this chapter shall be performed by that person designated under the Uniform Construction Code.
PLUMBING SYSTEM
The system or network of facilities within or adjacent to any building, structure or conveyance (including piping materials, controls and fixtures, together with their venting systems and other appurtenances) up to the point of connection of such system to a public or private sewer, a public or private water supply for potable or nonpotable purposes, a natural outlet or any other point of discharge or supply.
PUBLIC SEWER
The sewers laid in the streets or other rights-of-way or easements controlled by the Borough which the Borough has caused to be installed or otherwise caused to be made available for conveyance of sewage.
SEWAGE
Any liquid waste containing animal, chemical or vegetable matter in suspension or solution.
SEWAGE, DOMESTIC
Ordinary nonindustrial sewage (but not including storm-, ground- and surface water) for example, sewage discharging from the toilets, washbowls, bathtubs and like sanitary conveniences installed in dwellings, apartment houses and hotels, office and commercial buildings, factories and institutions.[4]
SEWAGE WORKS
All facilities for collecting, pumping and disposing of sewage.
SEWER
A a pipe or conduit for carrying sewage.[5]
SEWER INSPECTOR
The officer, agent or employee designated by the Borough to inspect the Borough sewer system, or his or her authorized deputy, agent or representative.
SEWER, SANITARY
A sewer that has been designed to carry sewage and not storm-, surface and ground water.
STORM SEWER or STORM DRAIN
A sewer, gutter, culvert, catchbasin or like facility that has been designed to carry storm-, surface and ground water and not domestic sewage or industrial wastes.
SUSPENDED SOLIDS
Solids that either float on the surface of, or are in suspension in, water, sewage or other liquids, and which are removable by laboratory filtering.
WATERCOURSE
A channel in which a flow of water occurs, either continuously or intermittently.
WYE PLANS
A plan prepared by the Sewer Engineer showing existing building sewer laterals.

Insofar as any provision contained in this chapter is inconsistent or coextensive with the provisions of the Uniform Construction Code Act [N.J.S.A. 52:27D-119 et seq.], said provision is hereby repealed and superseded by the provisions of the Uniform Construction Code Act.
