The Municipal/Consulting Engineer shall cause
to be made all such necessary books, maps and plans as will show the
situation and dimensions of each property therein, which books, maps
or plans shall be prepared as to show the city number and the name
of the owner or owners thereof, with blank spaces for the owner of
each lot and with provision for the names of future owners and dates
of future transfer of title.
Said books, maps and plans shall be carefully
preserved in the office of the Engineer and shall be so kept, by additions
from time to time or otherwise, as to show the ownership of every
lot or piece of real estate or subdivision thereof within the city
limits, with the successive transmissions of title from the date of
the commencement of such plans; but nothing herein or in this chapter
shall invalidate any municipal or tax claim by reason of the fact
that the same is not assessed or levied against the registered owner.

Certified copies of entries to such books or
on said maps or plans may be secured from the Municipal/Consulting
Engineer for such fee or compensation for use of the city as may be
fixed by ordinance.

All owners of unregistered real estate within
the city limits, within one month from the date of the approval of
this chapter, and every subsequent purchaser, devisee or person acquiring
title by partition or otherwise to any real estate therein, within
one month after acquiring such title, shall furnish to said Engineer,
at his office, descriptions of their respective properties, upon blanks
to be furnished by the city, and, at the same time, present their
conveyance to be stamped by said Engineer, without charge, as evidence
of the registration thereof.

Any person or persons neglecting or refusing
to comply with the provisions of this chapter for a period of 30 days
after public notice of the requirements hereof shall, upon conviction,
be sentenced to pay a fine of not more than $600 or be imprisoned
for a period not exceeding 90 days, or both such fine and imprisonment.

The fee or compensation to be charged by the
Municipal/Consulting Engineer for the use of the city for the furnishing
of certified copies of books, maps, plans and other records of the
City Real Estate Registry shall be as set by the City Council for
prints of property map sections and prints of other plans, maps, descriptions,
etc.
