The areas as designated in Schedule XX (§ 249-76), attached to and made a part of this chapter, are hereby established as areas where parking shall be allowed only by vehicles exhibiting a permit to be issued by the City of Greensburg at all times.

Permits shall be issued pursuant to the following regulations developed by the Chief of Police and approved by City Council of the City of Greensburg.
A. 
Persons desiring parking permits for their vehicles shall make application for issuance of permits at City Hall on forms provided by the City. A current vehicle registration card; proof of residency; and a driver’s license must be exhibited at the time of application, as well, as the completed form provided by the City for issuance of parking permits.

B. 
Administrative fees as specified under § 151-1 of Chapter 151, entitled “Fees,” of the Code of the City of Greensburg (Ordinance No. 1646), shall be charged each time a new permit is issued or when it is necessary for a permit to be reissued.

C. 
Parking permits shall be placed on the rear bumper of the vehicle on the driver's side.
D. 
A parking permit shall be valid only for parking on the street to the City block nearest the person's residence. Persons may park on either side of the street, if parking on either side of the street is otherwise permitted.
E. 
Maximum number of permits.

(1) 
With the exception of "student homes" as defined in § 265-7 of Article II of Chapter 265, Zoning, one permit may be issued per vehicle, but a maximum of:
(a) 
Single-family residence: one parking permit per driving-age adult with a valid driver's license. If no off-street parking is available, a maximum of three permits may be issued. If on-site off-street parking is available, a maximum of two permits may be issued. A single-family residence is defined as a standalone structure on its own lot that was intended for occupancy by a family.
(b) 
Converted single-family residence: one parking permit available per occupied apartment or dwelling unit of the structure. If no off-street parking is available on site, a maximum of four parking permits may be issued. If off-street parking is available on site, a maximum of three parking permits may be issued. Alternatively, the converted single-family residence building owner may request that the number of permits issued be determined in relation to the frontage on the public street. If such a request is made, one permit may be issued for every 22 feet of parking-eligible frontage on the public road. A converted single-family residence is defined as a standalone structure on its own lot originally intended for only one family but modified to contain more than one apartment or dwelling unit.
(c) 
Duplex: Four parking permits may be issued if no off-street parking is available on site. If one of the residences has off-street parking available, that residence may have a maximum of one parking permit, and the other residence may have a maximum of two parking permits. If both the residences have off-street parking available, each residence may obtain a parking permit. A duplex is defined as a single structure that was originally built as being divided into two parts with two separate entrances and facilities and being separate living units.
(d) 
Triplex: Six parking permits may be issued if no off-street parking is available on site. If one of the residences has off-street parking available, that unit shall be entitled to a maximum of one parking permit, and the other two units may have a maximum of two parking permits each. If two of the residences have off-street parking available, those two units shall be entitled to a maximum of one parking permit each, and the other residence is entitled to a maximum of two parking permits. If all three of the residences have off-street parking available, each residence is entitled to a maximum of one parking permit. A triplex is defined as a single structure that was originally built as being divided into three parts with each part having separate entrances and facilities and being separate living units.
(e) 
Apartment building: one parking permit per occupied apartment or dwelling unit of the structure. If off-street parking is not available on site, a maximum of six parking permits may be issued. If off-street parking is available on site, a maximum of four parking permits may be issued. Alternatively, the apartment building owner may request that the number of permits issued be determined in relation to the frontage on the public street. If such a request is made, one permit may be issued for every 22 feet of parking-eligible frontage on the public road. An apartment building is defined as a structure originally built as being divided into multiple apartments units. An apartment is defined as a suite of rooms forming one residence.
(f) 
Commercial building: maximum of two parking permits. The permits may be converted to designated parking spots, at an additional cost. Alternatively, the commercial building owner may request that the number of permits issued be determined in relation to the frontage on the public street. If such a request is made, one permit may be issued for every 22 feet of parking-eligible frontage on the public road.
(2) 
Requests for parking permits from residents of student homes will be limited to one space per student home [see § 265-65A(8)(a) and (b)]. Residents of student homes will not be able to secure a parking permit unless their home is registered in advance with Planning and Development as a student home.

F. 
Permission for temporary parking for visitors to a household shall be granted to permit holders upon requesting the same by contacting the Police Department, with a maximum of one temporary parking permit per dwelling unit.

G. 
Persons with special needs for additional permits shall request the same in writing to the Chief of Police, who shall be authorized to grant an additional permit or permits as the Chief of Police in his discretion may determine.
H. 
City Council may direct that permits be reissued from time to time as Council may determine.
I. 
Persons holding permits shall notify the Police Department and surrender use of the permits upon moving or changing their residence.

Any person parking a vehicle without a permit in the area designated as a parking-by-permit-only area shall be considered to be parking in a no-parking area. Any person, firm or corporation violating any of the provisions of this article or aiding, abetting or assisting in the violation thereof shall, upon conviction of such violation before the District Justice, be punishable as provided in § 249-27 of this chapter.
Whenever under the provisions of this article the Chief of Police is empowered to make a decision with respect to the granting or denial of a permit pursuant to the regulations as hereinbefore referred to, the person aggrieved by said decision may, within 10 days following said decision, file a written appeal therefrom with the City Council of the City of Greensburg, whereupon the City Council shall at its next regularly scheduled Council meeting or within a reasonable time thereafter conduct a hearing and affirm, modify or reverse the decision appealed from. The decision of the City Council shall be final.

A. 
It shall be the duty of the police officers of the City of Greensburg, acting in accordance with instructions issued by the Mayor and Council, to report:
(1) 
Any vehicle occupying a parking space in violation of any of the provisions of this article.

(2) 
The state license number of such vehicle.
(3) 
The time during which such vehicle is parking in violation of any of the provisions of this article.
(4) 
Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violations.
B. 
There shall be attached to each vehicle standing in an individual parking space in violation of this article a notice (parking ticket) to the owner or operator thereof that such vehicle has been parking in violation of a provision of this article. Each such owner or operator may satisfy the penalty for violation of the article by payment of a fine, as specified under § 151-1 of Chapter 151, entitled "Fees," of the Code of the City of Greensburg (Ordinance No. 1646), to the Greensburg Police Department.

C. 
The failure of such owner or operator to make payment as specified under § 151-1 of Chapter 151, entitled "Fees," of the Code of the City of Greensburg (Ordinance No. 1646), of two or more violations of this article shall render such owner or operator subject to the penalties hereinafter provided for violation of the provisions of this section.
