As used in this article, the following terms shall have the meanings indicated:
WOODCLIFF LAKE ECOLOGY FACILITY
The compaction equipment heretofore installed by the Borough of Woodcliff Lake in the west end of Old Mill Park near the Garden State Parkway for the receiving, compacting and removal of garden debris and light trash.
The use of the Ecology Facility for depositing garden debris and light trash is hereby restricted to residents of the Borough of Woodcliff Lake depositing garden debris and light trash from their homes in Woodcliff Lake and transported to the Ecology Facility in their private passenger vehicles.
The following persons are prohibited from using the Ecology Facility:
A. 
Persons who do not reside in the Borough of Woodcliff Lake.
B. 
Persons depositing garden debris or light trash from places other than their homes in Woodcliff Lake.
C. 
Persons transporting garden debris and light trash to the Ecology Facility in trucks (as defined in N.J.S.A. 39:1-1).
D. 
Persons depositing garden debris and light trash from a business activity.

Residents of the Borough of Woodcliff Lake using the Ecology Facility shall obtain from the Woodcliff Lake Sewers and Sanitation Administrator an identification sticker which shall be issued by the Borough every three years and as defined herein, which shall be affixed to the driver's rear window of any vehicle used to transport acceptable trash or recyclables to the Ecology Facility. Any person using the Ecology Facility shall present proof of residence in the Borough of Woodcliff Lake when so requested by any Borough of Woodcliff Lake official and/or designee. The term "identification sticker," as used herein, shall refer to the Borough-approved identification decal, which shall be assigned to one vehicle and which shall not be used for any other vehicle. The Borough shall issue identification stickers upon proof of residency and may revoke same upon being advised that the person previously issued the sticker is no longer a Woodcliff Lake resident. Identification stickers shall be issued in three-year cycles (the "identification sticker cycle"). The Borough shall provide, by ordinance, for fees to be paid for the identification sticker, which shall comprise fees payable for three-year periods, reducing on a pro rata basis such fees for sticker purchases in each of the remaining two years of each identification sticker cycle.

The Mayor and Council may, from time to time, by resolution, establish such rules and regulations for the control and use of the Ecology Facility as it may deem necessary or appropriate. Copies of such rules and regulations shall be filed with the Borough Clerk and made available to the public, and pertinent provisions of such rules and regulations shall be posted at the Ecology Facility.

For each violation of any provision of this article, there shall be a fine imposed not to exceed $1,000 or imprisonment for a term not to exceed 90 days, or both, in the discretion of the court.
