The purpose of this chapter is to control, regulate and license the conducting of fund-raising events by a person, group of persons, corporation or association organized for philanthropic, charitable, religious, patriotic or other public service purposes and not for private gain, within residential areas of the municipality.
Any person desiring to conduct a charitable fund-raising event shall make application to the Mayor and Council for a permit for such event. Such application shall be made upon forms provided by the Borough Clerk, setting forth:
A. 
The name and address of the applicant.
B. 
The place and date of the fund-raising event.
C. 
The name and address of the organization for which the funds are to be raised and the purpose for which said organization was organized.
D. 
The nature of the fund-raising event.
E. 
The provisions that will be made concerning pedestrian and motor vehicle traffic, parking, noise and related factors which may affect neighbors in the vicinity of the fund-raising event.
A. 
The Mayor and Council shall consider the application, in its discretion, with or without public hearing and, in the event it finds that the fund-raising event will not unreasonably adversely affect the residential neighborhood in which the fund-raising event is to take place, may grant permission to conduct such event with or without conditions to protect the interest of neighbors and the community.
B. 
The Mayor and Council may, in its sole discretion, permit temporary signs to be erected in the municipality for the purpose of advertising such fund-raising events at such times, locations, nature and size as it may determine will not adversely affect the neighborhood and community.
It is not the intention of this chapter to change or amend Chapter 380, Zoning, of the Code of the Borough of Woodcliff Lake.

Any person violating any of the provisions and terms of this chapter shall, upon conviction thereof, be subject to a fine of not more than $1,000 and/or imprisonment in the county jail for not more than 90 days, in the discretion of the court.
