As used in this Part 7, the following terms
shall have the meanings indicated:
SNOW
Any precipitation depositing any accumulation on the streets
of the Borough of Waynesboro, including snow, sleet, hail, ice or
freezing rain.
SNOW EMERGENCY
A state, declared as herein described under which highway
conditions are hazardous and dangerous to the vehicular and pedestrian
traffic.
VEHICLES
All motor vehicles using Borough streets, including all public
and private transportation conveyances, trucks and other powered vehicles.
In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in §
280-73 of this Part
7, the Mayor (and in his absence, the President of Council), at his discretion, may declare a snow and ice emergency (known as "snow emergency"). In addition, a declaration may be made when national or local weather forecasts call for an accumulation of four inches or more. Information of the declaration may be given by the Borough through radio, newspaper or other available media. Information on the termination of the emergency may be given by use of the same media.
Within two hours after any snow emergency is declared, it shall be unlawful at any time during the continuance of the emergency for any person to park a motor vehicle or allow that vehicle to remain parked anywhere on any snow emergency route designated in §
280-73 of this Part
7. Any vehicle parked, stalled, incapable of moving under its own power or left unattended upon any snow route may be removed or towed to any other location in accordance with the provisions of the Vehicles Law of Pennsylvania, Title 75 of Pennsylvania Consolidated Statutes.
The following are designated as snow emergency
routes:

If, at any time during a period of snow emergency declared under §
280-71 of this Part
7, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this Part
7 and, upon conviction, shall be sentenced to pay a fine of $50 plus costs.
