In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in § 280-73 of this Part 7, the Mayor (and in his absence, the President of Council), at his discretion, may declare a snow and ice emergency (known as "snow emergency"). In addition, a declaration may be made when national or local weather forecasts call for an accumulation of four inches or more. Information of the declaration may be given by the Borough through radio, newspaper or other available media. Information on the termination of the emergency may be given by use of the same media.
Within two hours after any snow emergency is declared, it shall be unlawful at any time during the continuance of the emergency for any person to park a motor vehicle or allow that vehicle to remain parked anywhere on any snow emergency route designated in § 280-73 of this Part 7. Any vehicle parked, stalled, incapable of moving under its own power or left unattended upon any snow route may be removed or towed to any other location in accordance with the provisions of the Vehicles Law of Pennsylvania, Title 75 of Pennsylvania Consolidated Statutes.[1]
