The owner or owners, tenant or tenants of the lands abutting or bordering upon the flag or concrete sidewalks of the public streets of the Borough of Wanaque shall remove all ice and snow from the portion of such sidewalks whereon such lands abut or border within 24 hours after the same shall be formed or fall thereon, and all grass, weeds and other impediments therefrom within three days after notice to remove the same.

A. 
No person, including the owner or occupant of any lands or premises abutting or bordering upon any street, shall place, deposit, throw or shovel any snow or ice into or upon that portion of any such street which has been cleaned, plowed or shoveled of snow or ice by the Borough or by any governmental agency or authority or by any public utility having and exercising a franchise or permit to operate autobuses along any streets in the Borough at any time after said street has been cleaned or plowed as aforesaid.
B. 
No owner or occupant of any lands or premises abutting or bordering upon any street shall cause, allow or permit any person to do or perform any of said conduct prohibited by Subsection A of this section.

In case such owner or owners, tenant or tenants of lands abutting or bordering upon such sidewalks of the public streets of said Borough shall fail to remove such snow, ice, grass, weeds or other impediments from said sidewalks, as required by § 96-36 of this article, it shall be the duty of the Street Superintendent or other officer having charge of the streets of the Borough to remove the snow, ice, grass, weeds and other impediments from the sidewalks in front of which said lands abut or border.
The cost and expense paid and incurred by the Street Commissioners or other officers for the removal of such snow or ice, grass, weeds and other impediments from any sidewalk shall be assessed by the Council and charged to lands abutting upon or bordering the said walks, which with interest thereon shall forthwith become a lien on said lands and shall be added to and form a part of the taxes next to be assessed and levied upon such lands and shall be certified by the Borough Clerk to the Collector of Taxes for the Borough of Wanaque and be collected in the same manner as other taxes.

The owner or owners, tenant or tenants of lands abutting or bordering upon any such sidewalk who shall fail or neglect to remove all ice and snow from the portion of such sidewalk whereon such lands abut or border and all grass and weeds and other impediments as required by this article or who shall place, deposit, throw or shovel snow or ice into any portion of a street that has been cleared, plowed or shoveled of snow or ice, shall be subject to and pay a penalty of not less that $50 and not to exceed $500 for repeated offenses.
