Carriages in cemeteries — See Ch. 38.
The Select Board may grant licenses to use a certain portion of any public way as a carriage stand, under such terms and conditions as they may prescribe; and no person shall use any portion of any public way as a carriage stand for the solicitation of passengers for hire without a license from the Select Board.
Licenses shall not be confined to one person to the exclusion of other applicants, and shall be granted so as to allow competition and promote public convenience.
