Within 48 hours after being notified in writing by the Chief of the Fire Department that rubbish, ashes or waste matter has been permitted to accumulate upon property owned by the person notified, to an extent liable to cause or spread fire, said owner or occupant so notified shall cause to be removed such rubbish, ashes or waste matter.
