The office of Borough Administrator is hereby
created pursuant to the provisions of N.J.S.A. 40A:9-136.
The salary shall be as provided, from time to
time, by ordinance.
The Borough Administrator need not be a resident
of the Borough of North Haledon.

The Borough Administrator shall be appointed
by the Mayor with the advice and consent of the governing body.

The Borough Administrator shall be appointed
for a probationary six-month period. If, at the conclusion of the
six-month probationary period, he/she is appointed by the governing
body, he/she shall be appointed for a term of four years. During the
four-year period, he/she may be removed without cause by a two-thirds
vote of the governing body. The governing body may, in a resolution
of removal, provide that removal shall be immediately effective; however,
if the removal is immediately effective, the Borough Administrator
shall be paid forthwith any unpaid balance of his/her salary and his/her
salary for the next three months following the adoption of the resolution.
The Borough Administrator shall have the following
qualifications:
A. He/she shall have executive and administrative abilities.
B. The Borough Administrator shall have a bachelor's
degree from an accredited college or university, except that the governing
body may, in its sole discretion, waive this requirement by resolution
duly adopted.

C. He/she shall be a resident of the State of New Jersey.
D. He/she shall be a citizen of the United States.
E. He/she shall be a person of good moral character.
F. He/she shall not have been convicted of a crime.
The Borough Administrator shall not have any
interest, directly or indirectly, in any contract, subcontract, job
for work materials or services or the profit thereof to be furnished
to or performed for the Borough.
The Borough Administrator shall hold no other
employment nor engage in any activities for profit without the consent
of the governing body by resolution duly adopted. The decision as
to whether the Borough Administrator shall be given such consent shall
be in the unreviewable discretion of the governing body.
During the absence or disability of the Borough
Administrator, the Acting Administrator appointed by resolution of
the governing body shall perform the duties and have the power of
the Borough Administrator.
The Borough Administrator shall not exercise
any powers exclusively vested or imposed by law or ordinance upon
the various elected and appointed officers, boards and commissions
of the Borough.
