Upon finding any violation enumerated, defined or otherwise
governed in any fashion whatsoever by this chapter, Code Enforcement Officer(s)
shall have the power to direct the owner, occupier or other such person in
possession of either public or private grounds to remove the offending condition
or to take whatever alternative measures the Code Enforcement Officer shall
deem necessary to achieve compliance with the provisions of this chapter,
in default of which Council may cause the same to be done, and may collect
the costs thereof, together with a penalty of Ten Percent of such costs, in
the manner provided by law for the collection of municipal claims, or by action
of assumpsit, or may seek relief by bill in equity against the landowners.
