A. 
Words and phrases, when used in this chapter, shall have ascribed to them their ordinary meaning and understanding, except in those instances where they are accorded a different meaning by the provisions of the Borough Code, 53 P.S. § 46201 et seq., or where the context clearly indicated a different meaning. The singular shall include the plural, and the masculine shall include the feminine.
B. 
As used in this chapter, the following terms shall have the meanings indicated:
SIDEWALK
Shall be used in its broader sense. A sidewalk is a pathway, whether paved or unpaved and whether on a landowner's property or on the borough property, between the roadway and the property owner's line.
A. 
In addition to the Borough Police, the Council shall have the power to appoint, as it may, from time to time, such an individual or individuals as Code Enforcement Officer(s) as it shall deem proper for the investigation and reporting of suspected violations of any of the provisions of this chapter, and may vest such individual with such authority as the Council may, from time to time, deem necessary and proper to the exercise of the responsibilities imposed hereunder.
B. 
Upon finding any violation enumerated, defined or otherwise governed in any fashion whatsoever by this chapter, Code Enforcement Officer(s) shall have the power to direct the owner, occupier or other such person in possession of either public or private grounds to remove the offending condition or to take whatever alternative measures the Code Enforcement Officer shall deem necessary to achieve compliance with the provisions of this chapter, in default of which Council may cause the same to be done, and may collect the costs thereof, together with a penalty of Ten Percent of such costs, in the manner provided by law for the collection of municipal claims, or by action of assumpsit, or may seek relief by bill in equity against the landowners.
C. 
In the event any costs, penalties or other claims accruing to the benefit of Council under the provisions of this chapter are not timely remitted to the Council by the person or persons responsible therefor, the Council may impose a lien securing such amounts against any and all property of the person or persons responsible for such remittance.
D. 
None of the provisions of this chapter shall, in any way, be construed to confine, restrict, constrain or otherwise limit any recourse which might otherwise be available to the Council for the enforcement, protection or preservation of any of its rights, duties and obligations, as defined by this chapter or other applicable laws or decisions of court.
