From and after the passage of this article, no person, whether builder, owner or otherwise, except as provided in § 312-29 of this article, shall construct or reconstruct any building anywhere in the Township of Tinicum unless sidewalks and curbs shall be installed at the same time as the building is constructed or reconstructed.[2]

The Board of Commissioners may, upon its own motion or upon request of any applicant, waive the requirements of this article in any case where grade lines are not fixed or where, in the opinion of the Township Engineer or said Board, there is a reasonable likelihood that presently established grade lines may be changed. Such waiver shall not bar the Township Commissioners from requiring installation of sidewalks and curbs on the affected property at such later date as the same may be considered feasible by them.

Any person found guilty of violating any of the provisions of this article shall pay a fine of not more than $600, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment in the county jail for a period not exceeding 30 days.
