A. Appointment. The Director of the Department of Administration shall
be the Business Administrator, who shall be appointed by the Mayor
with the advice and consent of the Council as provided by N.J.S.A.
40:69A-1 et seq. The term of the Business Administrator shall run
concurrent with the term of the Mayor. Pursuant to N.J.S.A. 40:69A-1
and 40A:9-137, the Business Administrator shall manage and supervise
all departments and be the ex officio head of all departments. The
Administrator shall provide leadership and direction in the development
of planning and administration of the Township and ensure that the
plans, policies and procedures of the Township be communicated to
the staff and the general public. The Administrator shall have a bachelor's
degree from an accredited college or university or equivalent experience
as approved by the Mayor. The Administrator shall also be experienced
and skilled in the preparation and administration of all municipal
budgets and the ability to plan, direct and administer municipal programs.
B. Duties and responsibilities. The Business Administrator, under the
direction and supervision of the Mayor, shall:
(1) Assist the Mayor and Council in the preparation and adoption of the
budget.
(2) Develop and enforce purchasing and personnel practices and procedures
for all departments, offices and agencies of the Township.
(3) Maintain a continuous administrative review of departmental operating
methods, organization and management.
(4) Coordinate the administration and operation of the various departments,
divisions, offices and agencies of the municipal government.
(5) Maintain a continuing review and analysis of budget operations, and
costs of municipal service.
(6) Enforce or cause to be enforced the ordinances, resolutions, charter
and general law applicable to the municipal government.
(7) Supervise the various divisions within the Department of Administration.
(8) Perform such other duties as may be assigned by the Mayor or as may
be imposed by general law.
(9) In the absence of a department or division head, the Business Administrator
shall be the ex officio head of the department or division unless
the Mayor otherwise appoints a temporary department or division head.
C. When a vacancy exists in the position of Business Administrator,
the following divisions shall report to the Department of Finance:
Division of Personnel, Social and Senior Services, and the Office
of Tax Assessor, with the consent of the Mayor.
D. When a vacancy exists in the position of Business Administrator,
the Division of Purchasing will then fall under and report to the
Office of the Township Clerk.

A. There is hereby established the position of Assistant Township Administrator,
who shall be appointed by the Business Administrator, approved by
the Mayor with the advice and consent of the Township Council. The
Assistant Business Administrator shall serve a term coterminus with
that of the Business Administrator at an annual compensation to be
fixed by the Township Council by ordinance.
B. Duties and powers. To assist the Business Administrator in the discharge
of all duties assigned to the Business Administrator.

The Department of Administration shall consist
of the following divisions, which shall have the following functions
and responsibilities:
A. The Division of Administration which shall be responsible
for assisting the Mayor and Council in the preparation of the budget,
and which shall furthermore be responsible for any and all administrative
functions and duties not specifically allocated to other departments
by this Code or other applicable law.

B. The Division of Purchasing, which shall be responsible
for the administration of the award of all contracts by the Township
and the purchase of goods and services by the various departments,
as well as compliance with the provisions of the Local Public Contracts
Law and other appropriate law in the award of such contracts and the
purchase of such goods and services.
D. There is hereby established a Division of Social and
Senior Services which shall be headed by a Director. The Director
shall supervise a section of Senior Services and a section of Family
and Adult Services and shall be responsible to serve all the Township
residents. The Section of Family and Adult Services shall be responsible
to provide information and referral services regarding community programs
and state, county and local agencies for assistance with social or
health problems. The Section of Senior Services will serve Township
residents 60 years of age or older by providing information and referral
service to state, local and county programs dedicated to senior needs
and interests.

E. The Division
of Data Processing, which shall be supervised by the Director, Division
of Data Processing, and which shall be responsible for the coordination
and implementation of data processing and computer-related activities
and telephone systems throughout the various Departments, with the
exception of the Department of Public Safety.

The Office of the Tax Assessor and the clerical
and administrative staff of the Municipal Court shall be subject to
the supervision of the Business Administrator for purposes of carrying
out those general administrative procedures and requirements to which
the various departments of the municipal government shall be subject,
including, but not limited to, the preparation and submission of an
annual budget and such periodic budget reports as are generally required
of departments, and such accounting controls, central purchasing practices,
personnel procedures and regulations, and central data processing
services as are generally required of departments.
