Duties of the city departments, offices, agencies
or boards identified and defined in the Charter shall remain the same
unless specifically modified or amended herein. Notwithstanding the
above, any reference to or use of the term "Board of Public Works,"
"Fire Board" or "Board of Parks and Recreation" in the Kingston City
Charter shall be amended to delete said reference and term, and to
replace the same reference and term with the word, "Mayor." Any reference
to the powers, duties, and responsibilities of the "Board of Public
Works," "Fire Board," or "Board of Parks and Recreation" in the City
Charter shall be amended to be the powers, duties, and responsibilities
of the Mayor.

A. An advisory board shall be established for the Department
of Public Works, Fire Department and Department of Parks and Recreation.
B. The advisory boards for each of the departments referred
to above shall make recommendations to the Mayor regarding practices,
procedures, policy and planning. The Common Council may, by resolution,
delegate to any individual advisory board, or to all advisory boards,
herein, the responsibility of review of all vouchers submitted for
department expenses and recommendation to the Common Council regarding
approval for payment.

C. The Advisory Board for the Department of Public Works
shall also review any grievance or complaint regarding a sewer use
charge or other sewer use issue and shall make recommendations to
the Common Council regarding any adjustment to a sewer use charge
or other sewer use issues.
D. The Advisory Boards for the Department of Public Works
and the Fire Department shall consist of five members who shall be
residents of the City of Kingston and shall serve without compensation
for a two year term which shall expire on December 31.
E. The Advisory Board for the Department of Parks and
Recreation shall consist of seven members who shall be residents of
the City of Kingston and shall serve without compensation for a two
year term which shall expire on December 31.
F. The Mayor will be the Chairperson of the Advisory
Boards for the Department of Public Works and Fire Department and
will appoint the other four members. The Mayor will not serve as the
Chairperson of the Advisory Board for the Department of Parks and
Recreation but will appoint the seven members of this Board.
All other resolutions, ordinances and local
laws of the City of Kingston, New York, or parts thereof which are
inconsistent herewith are repealed, except such resolution, ordinance
or local law or parts thereof which are predicated upon laws, statutes,
rules and regulations which themselves are superior or binding upon
the City of Kingston New York.
This Administrative Code shall take effect January
1, 1996.
