B. 
Notwithstanding the provisions of Subsection A of this section, except where otherwise expressly provided for in such subsections, where any application, including an application to the Board of Appeals, is made for approval or authorization of or for any work or activity which has already been commenced or completed, and for which an approval was required to be obtained prior to commencement or completion, the fee required for such an application shall be two times the fee which would have been required had the permit or approval been obtained on a timely basis. The Board of Trustees, upon a showing of exigent circumstances which justify the failure to make timely application for, or timely obtain, a permit or approval, may waive the additional fee required by this subsection in whole or in part.
