The ordinances embraced in this and the following chapters and
sections shall constitute and be designated as "The Code of the City
of Norwalk," and may be so cited.
If any part, section, subsection, sentence, clause or phrase
of this Code is for any reason declared to be unconstitutional or
invalid, such decision shall not affect the validity of the remaining
portions of this Code.
The titles of the sections of this Code printed in boldface
type are intended descriptions to indicate the contents of the sections
and shall not be deemed to be a part of any sections, nor, unless
expressly so provided, shall they be so deemed when any section, including
its title is amended or re-enacted.
When an ordinance which has repealed another shall itself be
repealed, the previous ordinance shall not be revived without express
words to that effect.
No new ordinance shall be construed to repeal a former ordinance
as to any offense committed against the former ordinance, or as to
any act done or penalty, forfeiture or punishment incurred, or as
to any right accrued or claim arising under the former ordinance,
or in any way whatever to affect any such offense or act committed
or done, penalty, forfeiture or punishment incurred, right accrued,
or claim arising before the new ordinance takes effect, save only
that the proceedings thereafter had shall conform, so far as practicable,
to the ordinances in force at the time of such proceeding.
In the construction of this Code and of all ordinances of the
city, the following definitions and rules of construction shall be
observed, unless they are inconsistent with the manifest intent of
the Council or the context clearly requires otherwise:
BOND
When a bond is required, an undertaking in writing shall
be sufficient.
CITY
Shall mean the City of Norwalk, in the County of Fairfield,
in the State of Connecticut.
COMPUTATION OF TIME
The time within which an act is to be done shall be computed
by excluding the first and including the last day; and if the last
day be Sunday or a legal holiday, that day shall be excluded.
COUNCIL
Means the Common Council of the City of Norwalk.
COUNTY
Means the County of Fairfield in the State of Connecticut.
GENDER

A.
A person's gender-related identity, appearance or behavior,
whether or not that gender-related identity, appearance or behavior
is different from that traditionally associated with the person's
physiology or assigned sex at birth, which gender-related identity
can be shown by providing evidence, including, but not limited to,
medical history, care or treatment of the gender-related identity,
consistent and uniform assertion of the gender-related identity or
any other evidence that the gender-related identity is sincerely held,
part of a person's core identity or not being asserted for an improper
purpose.
B.
References to man/men signify all individual persons or group
of persons, including woman/women and nonbinary individuals. Usage
of he/him/his pronouns signify all other pronouns, including she/her/hers
and gender-neutral pronouns, including singular they/them/theirs pronouns.
GENERAL STATUTES
Means the revision of 1949 of the General Statutes of the
State of Connecticut as amended.
JOINT AUTHORITY
Words giving a joint authority to three or more persons or
officers shall be construed as giving such authority to a majority
of such persons or officers.
MONTH
Means a calendar month.
NUMBER
A word importing the singular number only may extend and
be applied to several persons or things, and a word importing the
plural number may apply to one person or thing.
OATH
Includes an affirmation in all cases in which by law an affirmation
may be substituted for an oath, and in such cases the words "swear"
and "sworn" shall be equivalent to the words "affirm" and "affirmed."
OR, AND
"Or" may be read as "and," and the word "and" as "or," where
the sense requires it.
OWNER
Applied to a building or land, includes any part owner, joint
owner, tenant in common, tenant in partnership, or joint tenant of
the whole or of a part of such building or land.
PERSON
Includes and applies to associations, firms, partnerships
and bodies polite and corporate as well as to individuals.
SIDEWALK
Means any portion of the street, usually lying on either
side thereof, between the curb and the adjacent property line, intended
for the use of pedestrians.
STATE
Means the State of Connecticut.
STREET
Includes avenues, boulevards, highways, roads, alleys, lanes,
viaducts, bridges and the approaches thereto, and all other public
thoroughfares in the city, and means all that part thereof from property
line to property line of the premises abutting thereon.
TENANT, OCCUPANT
Applied to a building or land, means any person who occupies
the whole or a part of such building or land, whether alone or with
others.
TIME
Words used in the past or present tense include the future
as well as the past and present.
TOWN
Means the Town of Norwalk, in the County of Fairfield, in
the State of Connecticut.
WRITTEN, IN WRITING
Includes any representation of words, letters or figures,
whether by printing or otherwise.
YEAR
Means a calendar year.
All general provisions, terms, phrases and expressions shall
be liberally construed in order that the true intent and meaning of
the Council may be fully carried out.

Whenever provisions as to time are contained in this Code, or
in any ordinance of the city or rule or regulation promulgated by
any duly authorized officer thereof, such provisions shall be taken
to mean standard time or daylight saving time, according to the system
then in use in the city, as provided by the general statutes.
Wherever in this Code, or in any ordinance of the city, or rule
or regulations promulgated by any officer thereof under authority
vested in him by law or ordinance, any act is prohibited or is declared
to be unlawful or an offense, or the doing of any act is required,
or the failure to do any act is declared to be unlawful, where no
specific penalty is provided therefor, the violation of any such provision
of this Code, ordinance, rule or regulation shall be punished by a
fine not exceeding $500 or confinement in jail not exceeding one year,
or both. Except as otherwise provided, each day any violation of this
Code, or any such ordinance, rule or regulation continues shall constitute
a separate offense.
