No person or persons shall take water from any river, brook
or stream, or any lake, pond or like body of water, for the purpose
of filling or replenishing the tank of any vehicle employed in the
spraying of trees, shrubs or other vegetation with chemical or biochemical
or other solutions unless the equipment to be used therefor shall
have been inspected and approved by the Director of Health of the
City of Norwalk.
Such equipment shall consist of a pump, other than the pump
used in the spraying process, to be employed solely for drawing water,
and hoses, pipes, valves, connections or conduits completely separate
from those used in the spraying process, and shall deliver the water
drawn through a check valve to an open port at the top of the tank
or tanks which are being filled or replenished. Upon approval of the
equipment, the Director shall issue a certificate of inspection and
approval valid for one year after the date of issue, which certificate
shall be displayed upon the vehicle at all times.
The issuance of such certificate by the Director of Health shall
evidence approval of the equipment only, and nothing herein contained
shall be deemed to be an authorization to the licensee to take water
from any source.
Any person who shall take water for the purpose of spraying
except with equipment approved as hereinabove provided shall be fined
not more than $250 for each such offense.
