No person shall use any explosives unless he has obtained a
written permit therefor signed by the Fire Marshal, specifying the
name and address of the person actually discharging the explosives;
the previous experience as a blaster of at least five years, including
the name of the employer and the date of employment; the full name
and address of the present employer; a description of the proposed
blasting operation, including location and project; probable quantities
and types of explosives to be used; the names and addresses of all
residents and owners of property within 750 feet of the blasting;
the distance to structures; types of structures; and the limits to
any single blast intensity. Prior to said date of blasting, the permittee
must confirm with the Fire Marshal that he has provided two weeks'
notice by postcard or similar method to the persons listed, stating
the location, company name, address, telephone number, dates or alternatives
of the blasting, the approximate time of day of the blasting and the
purpose of the blasting. Such permit shall be valid for the period
required to accomplish the purpose for which it was obtained, which
period can be between one day but no longer than one year.
The fee for such permit shall be determined by the Fire Marshal
with the approval of the Common Council.
The Fire Marshal, for reasonable cause shown, may waive any
of these requirements which are not required by state law.
