The Board of Aldermen shall appoint some suitable person to
the office of City Clerk, and such appointment shall be confirmed
by a majority vote of all of the members of the Board of Aldermen.
The person appointed to the office of City Clerk shall hold his office
at the will of the Board of Aldermen.
The City Clerk shall, before entering upon the duties of his
office, take the oath of office and give bond as required by ordinance.

The City Clerk shall keep and preserve in his office the common
Seal of the City, and all records and public documents not properly
belonging to any other office.

A. The City
Clerk is hereby empowered to administer official oaths, and oath of
persons certifying to demands or claims against the City.
B. The City
Clerk may administer oaths or affirmations to parties and witnesses
in any case which the Board may deem it necessary for the due examination
of any account or claim presented to be audited.

The City Clerk shall attend all meetings of the Board of Aldermen
and keep a true and correct record of the business transacted by the
Board.

The City Clerk shall keep a true copy of the ordinances of the
City in a book provided for that purpose, affix to the same the date
of the passage and the date of approval by the Mayor, and shall keep
an index of the same.

The City Clerk shall prepare all commissions and official documents
which the Mayor is required to issue, and shall attest the same and
keep a register thereof. He shall keep in his office all accounts,
books, vouchers and papers relating to the revenue, debts and physical
affairs of the City.

The City Clerk shall issue and countersign all City warrants
or City bonds which have been ordered by the Board of Aldermen, and
he shall keep a register thereof, showing the number, date and amount
thereof, the names of the person or persons to whom and on what account
issued and when redeemed.

When the Board of Aldermen shall have declared any person elected
to any City office, the City Clerk shall immediately deliver to each
person so elected a certificate of his election attested by the City
Seal.

The City Clerk shall keep a true and accurate record of all
accounts between the City and all other officers, persons, or bodies
corporate, who may have the collection of any money for the City,
charging each with the amount which may be in his hands for collection,
or with blank licenses or certificates, and crediting him with all
payments made unto the City Treasury.

The City Clerk shall record all official bonds in a book kept
by him for that purpose.

The City Clerk shall not draw a warrant in favor of any person
indebted to the City, or the assignee of such person, except for the
balance which may appear to be due to such person over and above the
debt due the City; or in favor of any officer who is in arrears or
in default to the City.

The City Clerk, whenever required, shall furnish the Mayor,
Board of Aldermen, Committees of the Board or City Attorney, copies
or abstracts of any books, accounts, records, vouchers or documents
in his office, or any information in relation to anything pertaining
to his office, or to the revenue of the City; and he shall at all
times permit the Mayor, any member of the Board of Aldermen or any
City officer interested, to examine any books, papers or documents
in his office.

In the absence of the City Clerk, the Board of Aldermen shall
appoint a Clerk pro tempore, who shall possess the qualifications
and shall have and exercise the powers and duties of City Clerk, and
shall receive the same compensation therefor as the City Clerk.

If the City Clerk refuses to sign any action of the Board of
Aldermen, or when his signature is required to official papers or
records, shall refuse to attach his signature thereto, then his office
shall be declared vacant and the Board shall provide for the appointment
of another City Clerk as prescribed by ordinance in case of vacancies.

The City Clerk shall at each regular meeting render his accounts,
with the proper vouchers, to the Board of Aldermen, who shall settle
and adjust the same.

The City Clerk, shall at the end of his term of office, deliver
to his successor in office everything belonging to the City and in
his official possession or under his control as City Clerk.
