The Board of Aldermen shall appoint some suitable person to
the office of City Treasurer, and such appointment shall be confirmed
by a majority vote of all of the members of the Board of Aldermen.
The person appointed to the office of City Treasurer shall hold his
office at the will of the Board of Aldermen.
The City Treasurer shall, before entering upon the duties of
his office, take the oath of office and give bond as required by ordinance.

He/she shall receive all monies payable into the City Treasurer,
and disburse the same on warrants, drawn by the Mayor and attested
by the City Clerk, by order of the Board of Aldermen, in the order
in which they are presented for payment.

He/she shall keep a just account of all monies received and
disbursed; and regular abstracts of all warrants drawn on the Treasury
and paid.

He/she shall make duplicate records, in favor of the proper
persons; for all monies paid into the Treasury, and keep the books,
papers and money pertaining to his office, at all times ready for
the inspection of the Mayor and members of the Board of Aldermen.

As often, and in such manner as may be required by the Board
of Aldermen, he shall furnish an account of the receipts and expenditures
of the City.

He/she shall settle his accounts with the Board of Aldermen
at the first regular meeting in the month of March, in each and every
year, until otherwise directed by the Board of Aldermen, and if he
resign, or be removed from office, of if he die, he, his executors
or administrators shall immediately make such settlements and delivery
to his successor in office, all things pertaining thereto, together
with all money belonging to the City, and at the close of every term
for which such Treasurer shall have been appointed, from whatever
cause it shall occur, the Board of Aldermen shall immediately proceed
to ascertain, by actual examination and count, the amount of balances
and funds in the hands of such Treasurer to be accounted for.

He/she shall file all warrants on the Treasury, make a registry
of the number, and date thereof, the name of the person in whose favor
drawn, the name of the legal holder thereof, the amount of each, the
date of presentation thereof for payment, and in the event of the
non-payment of any warrant, he shall further endorse thereon the reason
for such non-payment.
The City Treasurer shall on or before the second meeting in
January and July in each year furnish the Board of Aldermen with a
written statement of the amount of money received by him on account
of the City during the half year, from what sources received, and
the amount of money disbursed, and on what account, and the balance
in his hands to the credit of the City.
