As used in this Chapter, the following terms shall have these
prescribed meanings:
ABSENCE
Missing two (2) or more agenda items either by arriving late
or departing early.
PRIOR NOTICE
Notice to the designated City staff liaison or his/her designee
twenty-four (24) hours prior to a regularly scheduled meeting.
YEAR OF SERVICE
A twelve (12) month period commencing on the first (1st)
day of the annual anniversary of the member's appointment.

A. In accepting
a position on the Planning Commission, Board of Zoning Adjustment,
Community Land and Recreation Board, Economic Development Committee
or any other officially appointed City board, commission or committee,
all appointed City Officials (members) acknowledge and commit to the
following attendance requirements and related procedures of this Chapter.
These requirements and procedures are deemed necessary by the City
of Parkville to ensure proper function of these boards, commissions
and committees and adequate service of such to the community. Without
regular attendance, informed decision-making and full participation
is unlikely.
B. Members
shall strive to attend all regularly scheduled and special meetings
of the board, commission or committee. Any member who is unable to
attend a scheduled meeting shall strive to provide prior notice as
a courtesy to other members of the board, commission or committee,
City staff and the public. Any member who does not make a concerted
effort to meet these expectations shall be subject to suspension from
duty and may be subject to removal for cause from service on the board,
commission or committee, subject to the suspension provisions of this
Chapter.
C. At least
once annually the designated City staff liaison to the board, commission
or committee shall report the attendance record of each member to
the Chairman of the board, commission or committee. For this purpose,
attendance shall only be considered for regularly scheduled meetings.

A. Any member
of an appointed City board, commission or committee who is absent
more than once without prior notice during any given year of service
shall have his/her service suspended.
B. With
the exception of members of the Board of Zoning Adjustment, any member
of an appointed City board, commission or committee who is absent
more than three (3) times with or without prior notice during any
given year of service shall have his/her service suspended.
C. Suspension
from a board, commission or committee shall be effective immediately
upon the above maximum absences. Once suspended, only the Board of
Aldermen may reinstate the member. Following suspension, the member
shall appear before the Board of Aldermen to discuss the absences.
Following discussion, the Board of Aldermen shall then either
fully reinstate the member, reinstate the member for a probationary
period of time with specified conditions or call for a public hearing
to consider removal under the applicable City ordinances and State
Statutes. Until reinstated, said member shall not participate in any
actions or business of the board, commission or committee. Absence
and/or violation of probation may be considered cause for removal
of a member. If a member resigns or is removed, a replacement member
shall then be appointed by the Mayor and approved by the Board of
Aldermen under the applicable City ordinances and State Statutes for
the remaining term.

Should an appointed official of the City believe he/she can
no longer render service in a thorough and diligent manner, he/she
should resign from the position.

A. The community
and all parties before a City board, commission or committee have
a right to an informed decision based on all of the information available
to the board, commission or committee. If a member has not sufficiently
reviewed relevant facts and reports affecting a decision, the member
should not participate in that decision. Specifically, any appointed
official who is not informed or aware of the available information
should abstain from voting on that issue in the following situations:
1. When
a member has not reviewed an issue or application or the information
submitted with such;
2. When
a member has missed all or part of a presentation or hearing and has
not been able to review a transcript, tape, minutes or other public
record of such; or
3. When
a member has missed all or part of the discussion between members
prior to the vote.
