The City of Albany, Missouri, shall be and is hereby divided
into two (2) Wards, designated as the North Ward and the South Ward.
North Ward. The North Ward of said City shall
include all that portion of the City of Albany lying North of a line
running East and West through said City in the center of Howell Street
as the same is platted. From the point where Howell Street intersects
with Business Route 136, the North Ward shall include all that portion
of the City of Albany lying North of a line running East and West
in the center of said Business Route 136 from the intersection of
Howell Street and Business Route 136 to the West City limits of said
City.
South Ward. The South Ward of said City shall
include all that portion of the City of Albany lying South of a line
running East and West through said City in the center of Howell Street
as the same is platted. From the point where Howell Street intersects
with Business Route 136, the South Ward shall include all that portion
of the City of Albany lying South of a line running East and West
in the center of said Business Route 136 from the intersection of
Howell Street and Business Route 136 to the West City limits of said
City.

All fines and costs collected for the violation of any provisions
of this Code or of any ordinance or resolution shall be deposited
in the City Treasury to the credit of the General Fund of the City
unless specifically allocated to funds other than the General Fund.

Any investigative police reports, criminal reports, criminal
files, and charging documents shall be considered confidential records
and shall be kept closed to all persons except the person so charged
and investigative Peace Officers and Court Officials.

A. It
is the policy of the City of Albany, Missouri, to buy materials, products,
supplies, provisions, and other articles produced, manufactured, compounded,
made or grown, when they are found in marketable quantities and are
of a quality suited to the purpose intended and can be secured at
a cost determined equitable and reasonable; giving preference to providers
in the following order:
2. Providers within the State of Missouri dealing in goods manufactured
in the United States.
3. Providers within the United States dealing in goods manufactured
in the United States.
4. Providers dealing in goods manufactured outside the United States.
B. Quality
and fitness of articles shall be considered in purchasing or letting
contracts for articles herein mentioned.
C. The
Board of Aldermen and the City staff, when so authorized by the Board,
shall have the full discretion to determine suitability of quality
and equitability and reasonableness of cost.
