This chapter shall be known as the "Borough of West Reading Refuse and Recycling Ordinance."

As used in this chapter, the following terms shall have the meanings indicated:
ACT 101
Act 101 of 1988, the Pennsylvania Municipal Waste Planning, Recycling and Waste Reduction Act (53 P.S. §§ 4000.101 through 4000.1904), as amended.
ALUMINUM CANS
Clean, nonaerosol and empty all-aluminum beverage and food containers.
ASHES
The residue resulting from the burning of wood, coal, coke or other combustible material.
BIMETALLIC CANS
Empty food or beverage containers consisting of steel and aluminum.
BOROUGH
The Borough of West Reading, Berks County, Pennsylvania.
BULKY RUBBISH
Includes discarded furniture and large household appliances such as refrigerators, stoves, washing machines, dryers, bathtubs, sinks, commodes.
COMMUNITY ACTIVITIES
Events sponsored in whole or in part by a municipality, or conducted within a municipality and sponsored privately, which include, but are not limited to, fairs, bazaars, socials, picnics and organized sporting events that will be attended by 200 or more individuals per day.

CONSTRUCTION MATERIALS
All materials used in the construction and renovation of buildings and properties, including, but not limited to, lumber, stones, rocks, brick, plaster, broken concrete and earth.

CONTRACTOR
The person with whom the Borough shall enter into a contract for refuse collection and recycling collection service, including said contractor's employees.
CORRUGATED PAPER
Structural paper material with an inner core shaped in rigid parallel furrows and ridges.
DISPOSAL
Includes the storage, collection, disposal or handling of refuse.
GARBAGE
All animal and vegetable wastes resulting from the handling, preparation, cooking or consumption of foods.
GLASS CONTAINERS
Clear, green or brown glass bottles and jars. Expressly excluded from this definition of "glass" are blue glass, lead crystal, porcelain, ceramic products, tempered or plate glass and fluorescent and incandescent lighting bulbs.
HIGH-GRADE OFFICE PAPER
All white paper, bond paper and computer paper used in large apartment/condominium type properties, commercial, industrial, institutional and municipal properties and in residences.
JUNK MAIL
Third-class mail, such as advertising circulars, that is often addressed to "occupant" or "resident."
LEAF WASTE
Leaves, garden residue, shrubbery and tree trimmings, and similar material, but not including grass clippings.

MAGAZINES and PERIODICALS
Printed matter containing miscellaneous written pieces published at fixed or varying intervals. Expressly excluded, however, are all other paper products of any nature whatsoever.
NEWSPAPER
Paper of the type commonly referred to as "newsprint" and distributed at fixed intervals, having printed thereon news and opinions and containing advertisements and other matters of public interest. Expressly excluded from this definition of "newspaper" are magazines and glossy inserts.
PERSON
Any natural person, association, partnership, firm or corporation.
PLASTIC CONTAINERS
Empty and clean consumer product containers made of polyethylene terephthaeate (PET), polypropylene (PP), high density polyethylene (HDPE) and low density polyethylene (LDPE), including, but not limited to, plastic bottles used as containers for soda, milk and other consumer food products and for certain household cleaning products and personal care products.
RECYCLABLES or RECYCLABLE MATERIALS
Those materials specified by the Borough for separation from refuse for collection, removal and disposal as part of a recycling program.
RECYCLING
The program or system of separation from refuse for collection, removal and disposal of recyclables.
REFUSE
All solid wastes except body wastes, including ashes, garbage and/or rubbish, but excluding recyclable materials. Refuse shall not include any items which the Borough deems to be hazardous.
RUBBISH
All solid household wastes, including cans, cardboard, glass, metal, paper, plastics, wood, household accumulations, plant growth, grass, leaves, twigs and clippings, excluding sanitary waste, tires, construction materials, any item containing Freon or any item containing hazardous waste. Notwithstanding anything to the contrary set forth herein, recyclable materials, as specified in § 385-22 of this chapter, shall be collected, stored and removed as set forth in Article IV, Recycling, of this chapter.

STEEL CANS
Clean, nonaerosol and empty all-steel (ferrous metal) beverage and food containers.
UNIT
Any room, group of rooms, or other enclosure occupied or intended for occupancy as a separate business or as separate living quarters by a family or other group of persons living together or by a person living alone.
