A. 
Whenever it is reasonably necessary to inspect any property used for or in connection with the operation of a business licensed or registered under this chapter to secure compliance with any provision of this chapter or to detect violations of this chapter, the applicant, licensee, registrant and/or owner or operator of such business, or such employee or agent in charge of the property upon which the business operates, shall admit onto the property and into the premises, at any reasonable time admission is requested, any official, officer or employee of the Township who is authorized or directed to make such inspection.
B. 
Notwithstanding any other penalty which may be provided for in this chapter, and in addition to same, any such duly authorized officer or employee of the Township may issue a summons seeking suspension of the license or registration of any business licensed or registered under this chapter when access to the property to permit the inspection required by this section is refused or when anyone acting on behalf of the business interferes with said officer or employee while conducting such inspection. Any summons issued pursuant to this section shall be considered a violation pursuant to § 154-21 and shall be subject to the penalty provisions set forth therein.
A. 
The governing body may suspend or revoke any business license issued or registration statement filed pursuant to this chapter if, after notice and a hearing, the governing body finds:
(1) 
The licensee or registrant has violated any provisions of this chapter, any other provision of the Code of the Township of Haddon or any law of the State of New Jersey in the operation of the business for which the license was issued and/or registration statement was filed;
(2) 
The licensee or registrant knowingly furnished false or misleading information or withheld relevant information on the business license application or business registration statement required by this chapter or in relation to any investigation authorized by § 154-8;
(3) 
During the term of the license or registration statement, the licensee, registrant or individual and/or business, including but not limited to any owner, shareholder, officer, director, employee and/or agent thereof, has been convicted of a crime of larceny, receiving stolen goods or crimes involving moral turpitude;
(4) 
The licensee or registered business owner and/or operator refuses to permit an inspection of the property that is the subject of the license and/or business registration and/or unreasonably interferes with the conduct of such investigation in violation of § 154-19;
(5) 
Good cause exists which would have constituted valid grounds for denial of the license in the first instance; or
(6) 
The licensed or registered business has been conducted by the licensee or registrant in such a manner that continuance thereof would be detrimental to the public health, safety and general welfare of the citizens and residents of the Township of Haddon.
B. 
Hearing on written complaint; notice procedures. Upon the receipt of a written complaint delivered to the Township Clerk by any municipal official, officer or employee, the governing body shall schedule a hearing to determine whether a license issued or registration statement filed pursuant to this chapter should be suspended or revoked, as the case may be. The Township Clerk shall provide the licensee, registrant and/or owner and/or operator of the business that is the subject of such complaint with a notice of hearing and copy of the written complaint. The notice of hearing shall set forth the date and time of the hearing, which shall be at least 10 days from the date of such notice.
C. 
Effect of suspension or revocation.
(1) 
A determination by the governing body that a license issued or registration statement filed pursuant to this chapter should be suspended or revoked shall be effective immediately.
(2) 
Procedures on suspension; reinstatement.
(a) 
In the event the governing body determines to suspend a license or business registration, the governing body shall set forth in writing the terms or conditions under which the suspension shall be lifted, the name of the Township official, officer or employee who shall be responsible for determining compliance with said conditions and the period of time within which the licensee, registrant or owner and/or operator of the business shall comply with or satisfy such conditions.
(b) 
On the date by which compliance is required, the designated official, officer or employee shall inspect and/or take such other action as may be necessary to confirm compliance with the conditions established by the governing body. Within two days thereafter, such official, officer or employee shall issue a written certification to the Township Clerk of the status of compliance.
(c) 
In the event the designated official, officer or employee certifies full compliance with the conditions of suspension, the business license or business registration shall be reinstated administratively by the Township Clerk. In the event the designated official, officer or employee certifies noncompliance in any manner, the Township Clerk shall schedule a hearing on the noncompliance in the manner set forth in § 154-20B of this chapter, at which hearing the governing body may either continue the suspension with additional or revised terms and conditions or revoke the business license or business registration.
(3) 
Upon revocation or suspension of a license issued pursuant to this chapter, all fees paid by the licensee shall be deemed to be forfeited and shall be retained by the Township with no right for return of any portion thereof.
In addition to any other remedy provided for in this chapter or elsewhere in the Code of the Township of Haddon, including without limitation the right of revocation set forth in § 154-20 above, any person who carries on and/or operates a business within the Township of Haddon without a valid license issued pursuant to this chapter, or without first having filed a registration statement, or who violates any other provision of this chapter or any other provision of the Code of the Township of Haddon, shall, upon conviction therefor, be punished by a fine not to exceed $1,000, by imprisonment for a term not exceeding 90 days, or both. A violation of one or more provisions of this chapter shall each be deemed a separate offense. Each day a violation continues shall be deemed a separate offense.
