As used in this article, the following terms shall have the meanings indicated:
OWNER
Any person owning, harboring, feeding or allowing a cat to remain about his premises.
A. 
Nuisances. No cat shall be a nuisance, including but not limited to viciousness, frequently damaging or despoiling the property of others, frequently raising disturbances between 10:00 p.m. and 7:00 a.m., or raising disturbances at extended intervals at any time.
B. 
Public parks. No owner shall permit a cat to enter any area designated as a tot-lot in any public park or playground.
The Town of DeWitt Animal Control Officer or any designee of the Village Board may enter upon any premises to enforce the provisions of this article.
Anyone convicted of violating this article shall be fined up to $50.
