A. No
person shall store or permit to be stored upon premises owned by him/her
or within his/her lawful possession or control within the City of
Leadington, Missouri, any gasoline, gasohol, alcohol, motor oil, or
other flammable liquids used as fuel or oil for motor vehicles, in
any aboveground tank, barrel, or other storage container having greater
than twenty-five (25) gallons' capacity.
B. The
term "person" as used in this Section shall include any individual,
company, partnership or corporation, or its agents, servants, employees,
representatives, lessees or licensees.
C. Any
person violating the provisions of this Section shall be deemed guilty
of an ordinance violation and upon conviction shall be punished by
a fine of not less than ten dollars ($10.00) nor more than five hundred
dollars ($500.00), or by imprisonment in the City Jail not less than
three (3) days nor more than three (3) months, or by both such fine
and imprisonment.

A. Smoldering fires of any kind shall not be allowed and may be declared a nuisance by the Chief of Police. Burning of any matter shall not be allowed on any sidewalk or street. No fire shall be left unattended and a constant source of water shall be kept nearby. All allowable open burning, except those listed under Subsection
(A)(3), Miscellaneous Allowable Open Burning, shall occur only during daylight hours. A permit must be issued by the Police Chief. Allowable open burning is as follows:
1. Natural Vegetation. Only natural vegetation, e.g., leaves and limbs,
originating on the premises may be burned on private property. Burning
of natural vegetation shall be limited to small piles. Vegetation
waste resulting from land clearing operations may be burned if the
burning occurs at least 200 yards from the nearest inhabited dwelling.
2. Household Waste. Burning of household waste on residential premises
having not more than four (4) dwelling units is allowed, provided
that the refuse originates on the same premises and is done only in
rigid metal barrels or drums. Household waste shall include paper,
cardboard, wood and associated products and shall not include any
plastics, synthetic materials, putrid matter, carcass, blood, or any
toxic noxious or offensive substance.
3. Miscellaneous Allowable Open Burning. Campfires and other fires used
solely for recreational purposes, for ceremonial occasions or for
outdoor noncommercial preparation of food. Fires for the purpose of
training firefighters. Fires set in conjunction with agricultural
operations.
B. Prohibited
from burning:
1. Construction, demolition, and remodeling materials shall not be burned
within the City limits. This includes scrap lumber, shingles, siding,
drywall, etc.
2. Any waste generated by a business, trade or industry.
3. Waste at salvage operations.
5. Any asbestos-containing material.
C. Nothing
in this Section may be construed to permit open burning which causes
or constitutes a hazard to vehicular or air traffic nor which violates
any other rule or regulation established by the Missouri Department
of Natural Resources.
D. Penalty For Violation. Any person who shall violate any provision of this Code shall be guilty of an ordinance violation and, upon conviction thereof, shall be punished as set out in Section
100.220 of this Code. Each day that a violation continues after due notice has been served shall be deemed a separate offense.

A. All
residents shall clean up any and all containers, birdbaths, tires,
or any place that mosquitoes can breed in.
B. Any person who shall be in violation of this Section shall be punished as set out in Section
100.220 of this Code.

A. Definitions.
For the purpose of this Section and unless the context plainly requires
otherwise, the following definitions are adopted:
ROADWAY
The portion of a public street, road, or highway improved,
designed or ordinarily used for vehicular travel and extending from
one (1) curb or edge of pavement to the opposite curb or edge of pavement,
including lanes commonly used for parking and including center medians
and lane dividers.
SIDEWALK
That portion of a public right-of-way between the curb lines
or the lateral lines of pavement on the roadway and the adjacent property
lines, intended for use by pedestrians.
B. Prohibited
Conduct.
1. No person shall stand in or enter upon a roadway for the purpose
of soliciting:
a. Rides from the occupant of any vehicle;
b. Employment from the occupant of any vehicle;
c. Business or sales of anything from the occupant of any vehicle; or
d. Charitable contributions from the occupant of any vehicle.
2. No person shall stand in or enter upon a roadway for the purpose
of distributing anything to the occupant of any vehicle.
3. The solicitation described in Subsection
(B)(1) of this Section and the distribution described in Subsection
(B)(2) of this Section are each permissible to an occupant of a non-moving vehicle on the roadway adjacent to the sidewalk and if the person doing so is on the adjacent sidewalk.
4. Nothing contained herein is intended to prohibit solicitation or
distribution by any person on a sidewalk, to another person on the
sidewalk, or by and among persons in a City parking lot or City park.
C. Penalty. Any person who violates any provision of this Section shall, upon conviction, be deemed guilty of an ordinance violation and shall be punished as set out in Section
100.220 of this Code.
