A. 
No person shall drive or operate a motor vehicle upon a street at a speed greater than is reasonable and prudent, having due regard to the traffic, surface, and width of the street and the hazard at intersections and any other conditions then existing. Every driver or operator of a vehicle shall exercise the highest degree of care, particularly in driving at a rate of speed so as not to endanger the life, limb, or property of any person.
B. 
No person shall drive or operate any motor vehicle at any speed in excess of the following speed limits:

C. 
Any person who shall operate a motor vehicle in violation of this Schedule shall be punished as set out in Section 100.220 of this Code.
