The Planning and Zoning Commission shall consist of not more than fifteen (15) nor less than seven (7) members. The Commission may include the Mayor if the Mayor chooses to be a member. The Commission may also include a member of the City Board of Alderman selected by the Board of Aldermen if the Board of Aldermen chooses to have a member on the Commission. The rest of the Commission shall be citizens appointed by the Mayor and approved by the Board of Alderman. All citizens must serve without compensation. The term of each of the citizen members shall be for four (4) years, except that the terms of the citizen members first appointed shall be for varying periods so that succeeding terms will be staggered. Any vacancy in a membership shall be filled for the unexpired term by appointment as aforesaid. The Board of Aldermen may remove any citizen member for cause stated in writing and after public hearing.

The Planning and Zoning Commission shall elect its Chairman and Secretary from among the citizen members. The term of Chairman and Secretary shall be for one (1) year with eligibility for reelection. The Commission shall hold regular meetings and special meetings as they provided by rule, and shall adopt rules for the transaction of business and keep a record of its proceedings. These records shall be public records. The Commission shall appoint the employees and staff necessary for its work, and may contract with City planners and other professional persons for the services that it requires. The expenditures of the Commission, exclusive of grants and gifts, shall be within the amounts appropriated for the purpose by the Board of Aldermen.

The Planning and Zoning Commission shall meet regularly. The Commission shall draft an existing land use map indicating existing residential, commercial, industrial, public and agricultural uses within the City.

Once an existing land use map has been drafted by the Planning and Zoning Commission, the Commission shall draft a future land use map detailing the manner in which the Commission feels the physical development of the City should progress. The future land use map shall indicate where residential, commercial, industrial, public and agricultural uses are most appropriate. The future land use map shall not indicate how land is zoned; it shall be used as a guide when the City makes its zoning decisions. The future land use map shall be reviewed and amended, if necessary, every two (2) years.

The Planning and Zoning Commission shall draft a major street plan in conjunction with the future land use plan detailing and designating which streets shall be local, collector and arterial streets. The major street plan shall indicate proposed new streets and future extension of existing streets.

A. 
The Planning and Zoning Commission shall draft a subdivision control ordinance specifying the conditions to be met before a plat may gain acceptance by the City. The Commission shall consider the following conditions:
1. 
Coordination of proposed and existing developments;
2. 
Coordination of streets and street names with existing or planned streets;
3. 
Traffic coordination;
4. 
The extent and manner that subdivision streets shall be graded and improved;
5. 
The extent and manner in which all utilities will be installed;
6. 
Whether or not a bond may be accepted in lieu of actual construction;
7. 
Street dedication requirements and procedures.

The Planning and Zoning Commission shall hold a public hearing on the future land use plan, including the major street plan. The Commission shall then adopt the plans by resolution and file certified copies with the County Clerk, City Clerk and City Board of Alderman.

The Planning and Zoning Commission shall recommend a subdivision control ordinance to the Board of Aldermen.

The Planning and Zoning Commission shall draft a Zoning Ordinance and prepare the Zoning Map. The Zoning Ordinance shall establish Zoning Districts and the regulations of each district. The Zoning Map shall indicate where the Zoning Districts are located within the City. The Zoning Map is part of the Zoning Ordinance.

The Planning and Zoning Commission shall hold at least two (2) public hearings on the proposed Zoning Ordinance. Each public hearing must be advertised fifteen (15) days prior to the meeting in a newspaper having general circulation within the City.

A. 
The Board of Aldermen shall hold public hearings on the Subdivision Control Ordinance and Zoning Ordinance.; at least two (2) hearings shall be held on the Zoning Ordinance as stated in Section 400.100.
B. 
The Board of Aldermen shall appoint a Zoning Board of Adjustment. The Zoning Board of Adjustment shall be an appeal body and shall only hear appeals when the meaning and application of the Zoning Ordinance is in dispute. The Zoning Board of Adjustment shall not rule on appeals from the Board of Aldermen or the Planning and Zoning Commission. The Zoning Board of Adjustment may grant a variance from the Zoning Ordinance when there is a practical difficulty, not financial difficulty, in complying with the Zoning Ordinance. The Board of Alderman/Board of Adjustment shall appoint an Administrative Officer.

The Board of Aldermen shall adopt the Zoning and Subdivision Ordinances.
