A. 
Pursuant to N.J.S.A. 40A:26A-10 and 40A:26A-11, a schedule of rates, rents charges and/or connection fees or tapping fees for each connection of any property to the Borough of Wanaque sewage system shall be imposed upon the owner or occupant of the property sought to be charged or so connected.
B. 
Each connection fee shall be the number of equivalent dwelling units connected or sought to be connected and not the actual physical mechanical connection device utilized in connecting, tapping or tying into the Wanaque Borough sewer system.
C. 
The connection fee or tapping fee shall be computed in accordance with N.J.S.A. 40A:26A-11.
D. 
The connection fee shall be recomputed at the end of each budget year after a public hearing is held thereon. The revised connection fee may be imposed upon all who subsequently connect to the system in that budget year. In the event a connection fee is not so computed for a current budget year, the connection fee for the next preceding year shall apply.
E. 
The schedule of rates, rents and charges for services provided by the Wanaque Sewer Utility are established as follows:

(1) 
Residential user fee: $860 per annum, payable quarterly.
(2) 
All other users fee: $10.75 per 1,000 gallons of water used, payable quarterly. The minimum quarterly charge shall be $215.
(3) 
Sewer connection fee for each new service unit: $12,331.84. For residential development, a service unit shall be defined as an individual dwelling unit, regardless of size and water usage. For nonresidential development, a service unit shall be defined as an equivalent dwelling unit (EDU).
(4) 
Temporary nonoccupancy of multi-EDU and single-EDU buildings: S75 per EDU per quarter.
