All dogs kept, harbored or maintained by their owners in the
Borough of Wildwood Crest shall be licensed and registered if over
seven months of age. Dog licenses shall be issued by the Municipal
Clerk upon payment of a license fee of $15 for each dog, together
with the additional fee provided by Chapter 181 of the Laws of 1983,
which fee is presently in the amount of $0.20, and further together
with the additional fee provided by Chapter 172 of the laws of 1983
in the case of any dog of reproductive age which has not had its reproductive
capacity permanently altered through sterilization, which fee is presently
in the amount of $3, as well as the New Jersey one-year registration
tag which is presently in the amount of $1. Licenses shall expire
on December 31 of the current year. The provisions of this section
shall not be intended to apply to dogs whose owners are nonresidents
temporarily within the borough, provided that said dog is licensed
by another jurisdiction, nor to dogs brought into the borough for
the purpose of participating in any dog show. Dogs used as "seeing
eye," "service" and "hearing ear" dogs shall be licensed and registered
as other dogs hereinabove provided for, except that the owner or keeper
of such dog shall not be required to pay any fee therefor. (N.J.S.A.

Upon payment of the license fee, the Municipal Clerk shall issue
to the owner a license certificate and a metallic tag for each dog
so licensed. The tag shall be changed every year and shall have stamped
thereon the year for which it was issued and the number corresponding
with the number on the certificate. Every owner shall be required
to provide each dog with a collar to which the license tag must be
affixed, and shall see that the collar and tag are constantly worn.
Dog tags shall not be transferable from one dog to another and no
refunds shall be made on any dog license fee because of death of the
dog or the owner's leaving the borough before expiration of the license
period.
The Chief of Police and members of the Wildwood Crest Police
Department shall be hereinafter referred to as "enforcement officer."

Any person violating any of the provisions of this Article,
upon conviction thereof, shall be liable to a penalty of not less
than $1 nor more than $50 for a first offense, and not less than $5
nor more than $50 for each subsequent offense. (N.J.S.A. 4:19-15.19)
